1. The proposed guidelines apparently were written to
provide foreign intelligence and counterintelligence guidance to
the UDU. nevertheless, the kinds of activities described therein
relate, in many cases, to Office of Security activities, and nay
not be specific enough. for exat_iple, paragraph C.2.a. (1) (li) says
information arising out of security investigations may be ob-

integral to security investigations. ere they omitted because
paragraph V.C.1. is not intended to cover security investiga-
tions? If so, should there be a specific statement to this
effect?
3. Appendix A specifically excepts personnel, physical,
document, or coriuiunicaticns security programs from counter-
intelligence. Appendix B specifically says the Director of
Security, the Deputy Director of Security, and the Deputy
Director of Security for Personnel Security and Investigations
may approve certain collection activities as specified in these
procedures. This generates three questions:
a. Does this authorization pertain to counter-
intelligence only, or to security as well?
b. here are these activities "specified in these
procedures?"
c. Is it intended that all three of these
officials have the same authority?
