Personnel Security Standards for Access to
intelligence

1. In response to reference, the Central Intelligence
Agency member recozvends that the Draft #1 attached to reference
not be sent. Instead, I recommend that the ratter of unified
personnel security criteria for access to collateral intelligence
be pended until the revision of Executive Order 10450 is
completed.
2. The reluctance of the departments and agencies to adopt
unified criteria for foreign intelligence is understandable --
resources would be required to implement any such criteria that
might be adopted. It is clear, however, that there are variances
amng the security clearance programs in use throughout the
Executive Branch. What is at issue here is not whether unified
criteria are difficult to formulate or costly to implement, but
whether the programs now in effect provide appropriate minimum
security protection to collateral foreign intelligence.
3. The philosophy of the U.S. Government's approach to
personnel security should be clarified by the replacement for
Executive Order 16450. Upon issuance of the replacement order,
the matter of security protection of collateral intelligence
should be reviewed to ensure that practices are in consonance
with policy.
