MEMORANDUM FOR: The Honorable William French Smith
Attorney General
SUBJECT: Revision of Executive Order 10450
1. It is my understanding that by the. end of 1982, the Justice Depart-
ment will form a group to review and revise Executive Order 10450 based upon
a recommendation made in the Report of the Interdepartmental Group on
Unauthorized Disclosures of Classified Information (Willard Report). In
the past, apparently because of a misconception that access to intelligence
source and method information is solely controlled under Director of Central
Intelligence Directive 1'/14 (DCID 1/14), security personnel of Intelligence
Community components were not directly involved in the rewriting of EO 10450.
2. I would appreciate it if you would ensure that the Intelligence
Community has the opportunity to participate in the review and revision of
EO 10450. My designee as focal point for the matter is the Chairman of the
DCI Security Committee,
