Action Requested: That you sign a letter to the Attorney General requesting participation of Security Committee members or designees in the upcoming review of Executive Order 10450. 2. Background: One of the items addressed in the "Willard Report" of April 1982 was the federal personnel security program, governed by Executive Order 10450, promulgated in 1953. The report notes that the order had not been revised to take into account subsequent court decisions and changes in government organization; states that the federal personnel security program is largely defunct; and notes that program improvements would reduce US Gover- ment vulnerability to clandestine infiltration of sensitive positions. 3. Staff Position: Several attempts have been made in the past to update and rewrite Executive Order 10450 in order to accomplish the goals mentioned above. These attempts have been abortive and no meaningful result has been achieved. Under your authority, DCID 1/14 protects sources and methods relating to Sensitive Compartmented Information (SCI) by setting uniform personnel security investigative, adjudicative, and appeal procedures for SCI access. This Directive, however, does not pertain to access by US Approved For Release 2005/08/15 : CIA-RDP87BO1034R000100030002-0 Approved For Release 2005/08/15 : CIA-RDP87BO1034R000100030002-0 Government personnel to non-SCI classified intelligence information at the Confidential, Secret and Top Secret. levels.. Executive Order 10450 pertains to access to US classified material, including intelligence information. 4. Much classified intelligence information is disseminated at standard levels of classification, outside the SCI control systems. It is imperative that the Intelligence Community's security specialists contribute to any revision of the Executive Order which is the basis for the federal personnel security program. Therefore, the Security Committee urges that Intelligence Community security experts have an opportunity to participate in the effort to revise Executive Order 10450. 5. Recommendation. That you sign the attached letter to Attorney General Smith requesting that Intelligence Community components be invited to take part in rewriting Executive Order 10450.
