You will note that we have no objection to substituting the House version of Section 106(b) of the Diplomatic Security bill for the SFRC version. I used the phrase "at an appropriate time" to suggest that Chairman Lugar might wish to recede to the House in conference rather than use the potentially more embarrassing procedure of a floor amendment. I trust this will resolve your concerns about the diplomatic security bill and we can continue to count on the Director's and your strong support.
