The Committee on Science and Technology, to whom was re-
ferred the bill (H.R. 5229) to amend the Land Remote-Sensing Com-
mercialization Act of 1984, having considered the same, report fa-
vorably thereon with amendments and recommend that the bill as
amended do pass.
The amendments (stated in terms of the page and line numbers
of the introduced bill) are as follows:
Page 3, strike lines 1 through 3 and insert in lieu thereof the fol-
lowing:
(3) the working relationships among involved Federal STAT
agencies and private sector parties for the purpose of car-
rying out this Act are fully developed and mutually under-
stood.
Page 3, strike line 18 and 19 and insert in lieu thereof the follow-
ing:
advance notice to the Committee on Science and Technolo-
gy of the House of Representatives and the Committee on
Commerce, Science and Transportation of the Senate, dis-
pose of assets (other than real property) under the control
of the Secretary in a manner which beat ensures the con-
tinuation of the

SUBJECT: Request to Monitor Proposed egislation
1. I request your office's support in monitoring the changes that are
being proposed to the "Land Remote-Sensing Commercialization Act of 1984"
(Public Law 98-365; 98th Congress). These proposed modifications are of
interest to us. Among other things, adoption of some changes may affect the
extent and manner in which CIA and other elements of the Intelligence
Community can use imagery products acquired b the US civil remote sensing
satellite program. In the 1983/1984 period OGC
provided valuable support in monitoring, keeping us informed, and enabling us
to influence the development of the original legislation so that Intelligence
Community interests were protected. Request that similar support be provided
on the proposed modifications.
