This bill, which I introduced with Senator Levin last month, would require federal agencies to institute procedures to safeguard the confidentiality and security of records disclosed, as well as the privacy and due process rights of individuals whose records are exchanged, when conducting computer matching programs. I am enclosing a copy of the text of S. 2756. The objective of S. 2756 is to strike the proper balance between the legitimate needs of federal and state agencies to share information to ensure the integrity of government programs and the privacy and due process rights of individuals. In order to achieve the appropriate balance of these interests, the Subcommittee is soliciting the comments of several federal agencies that have been involved in computer matching programs. I am, of course, particularly attuned to the special needs of your agency involving cases that may affect our national security and want to ensure that this bill adequately addresses these needs. I am willing to work with your agency to accommodate these functions. Accordingly, I ask that you provide the Subcommittee with your written comments on S. 2756. Your comments will be most helpful to the Subcommittee in its consideration of S. 2756 and will be included in the printed hearing record.
