Security procedures for the handling, titling and classification of the resulting end products will be as follows: 1. All products and materials will be handled within the TALENT Control System on a strict need-to-know basis and will be made available only to those individuals who possess a TALENT clearance. 2. The original film negatives, as well as all reproductions thereof, will be titled with the following classification and code- word on each frame: "TOP SECRET 30 Immediate readout reports will be identified as reports. Such reports and others derived from this photography will also be handled in the TALENT Control System and bear the following classification and codeword: "TOP SECRET 4. The camera information, some of which was formerly identified as T-6 material, will be classified as TOP SECRET and handled in the TALENT Control System on a restricted basis. This information is to be made available only to those indi- viduals who require the information to accomplish PI and photogrammetric analysis or to develop the equipment necessary to handle or process the end product. S. The end product of Operation PINWHEEL will not be released to any foreign government unless authorized by USIB. 6. There will be no sanitization of the end product unless approved by COMOR. Sanitization or decontrol of the photography itself is not authorized. 7. When it is essential that the source of the PINWHEEL end. product be revealed, it is permissible to explain it as follows to TALENT cleared personnel only: "The collection vehicle for TOP SECRET end products is an A-11 type aircraft which operates at altitudes in excess of 70,000 feet at sustained speeds of Mach 3.
