ESTABLISHMENT OF OPERATIONAL CLEARANCES COMMITTEE
1. The Operational Clearances Committee is hereby established
within NPIC to recommend to the Director the appropriate and necessary
allocation of operational clearances. It will be chaired by the Assistant
for Administration, NPIC, with the Assistant for Operations, the Technical
Advisor to the Director and the Chief, Support Staff, as members. The
Chief, Security Branch, will serve as principal advisor and secretary.
2. The principal functions440, the Committee are as follows:
a. Assess the requirements of NPIC in order to determine
the need for newly-established perational clearances to accomplish
the Center's mission and to initiate action to obtain such clearances.
b. Review requests emanating from the several staffs and
divisions for operational clearances to ensure that the required
"need to know" has been established\and recommend to the Executive
Director appropriate action.
c. On a continuing basis, review all operational clearances
currently held by NPIC personnel to ensure that the previously
justified "need to know" is still valid.
d. Establish procedures necessary t implement a. and b.
above and on a continuing basis, review an1 update these procedures.
3. The functions of the Committee will be tarried out in consultation
with appropriate division and staff chiefs.
