Approved For Release 2005/08/22 : CIA-RDP87-01130R000100100001-8 MEMORANDUM FOR THE RECORD SUBJECT: Fine Arts Commission (FAC) Reaction to General Services Administration (GSA) Traffic Control Proposals 1. On 8 December the Chief, Space Maintenance and Facil- ities Branch (SM&FB) and the FAC Design Consultant were briefed by the GSA Buildings Manager and Mr. Jay Cohen, GSA Traffic Engineer as to the latter's current survey of the Headquarters campus and GSA's intention to supplement, redesign, and replace certain components of traffic control. At the 13 December FAC meeting, Commission members informed as to these GSA proposals, expressed support for some items and strong objections to others. 2. Specifically, plans for the redesign of the traffic triangle near the 123 gate, the painting of additional pedestrian crossings, the repainting of lines, and the increase in quantity and clarification, of lane signs in parking lots is supported. The suggestion for rerouting cars hound for West Lot from the 123 entrance is recognized as a needed change. In fact FAC had already requested that the original sign mandfacturer shift arrows on existing signs to direct cars past the Motor Pool - rather than through South Lot. 3. The FAC protests the GSA plan to replace our existing signs with standard traffic directionals. It is felt that the current signs adequately serve visitor and new employee needs while being physically compatable with the aesthetic integrity of the campus and overall sign program. Five inch letters and bright green signs are more appropriate for highway traffic and are not essential in an area where vehicles stop at the entrance and then havi a 25 mph maximum. Furthermore, a maximum of four lines ofI.irectional information at the gate entrances would omit major destinat.ions.':,The FAC strongly objects to any plan to replace an effective sign system just because it is not in con- formance with GSA regulatiybns. 4. Also rejected. are intentions to omit further numbering of parking slots. An equitable distribution and enforcement would be impossible to maintain wi.th.out slot numbers. A year ago the Commission approved the addition of ground painted lane .Letters and it is hoped that these will be incorporated into any number painting. The final area of disagreement is the proposal to route handicapped traffic through the parking lanes rather than along perimeter roads. This is due to a proposed extension of the wooded island in front of the Northeast entrance in order to pro- hibit left turns after entering from North Road and bearing right. The GSA plan to direct traffic past this entrance one way (west to east) is acceptable, but now cars will be unable to proceed straight in from North Road. The FAC would like a simple, direct traffic flow to the Northeast entrance.
