MINUTES
OF THE 9 JANUARY 1984
MEETING OF THE FINE ARTS COMMISSION
1. The meeting was called to order at 1100 hours in Room
7D32 Headquarters. Present were:
2. The minutes of the 12 December 1983 meeting were
approved with the following change: paragraph 5 b., last
sentence should read as follows: "After discussing various
locations, the Commission decided that the Medals Box should be
placed just to the right of the steps coming up from the lobby
or in the 1F Corridor with a relocation of the Presidents'
photographs, or they should remain in the current location.
Any plaques received should be placed on the columns around the
center court."
3. Committee Reports
a. Exhibits
gave the following Exhibits Committee
January -- The Antarctic Exhibit will be installed
this afternoon. The maps that were to accompany the
exhibit were not ready prior to this time and we did
not want the exhibit to go up without them.

exhibit have been loaned to us by the National Science
Foundation. The Commission agreed that there would be
no objection to our lending the exhibit; however, no
reference should be made to the Agency and the captions
accompanying the exhibit should not be attributable to

develop an exhibit of their own but time not
permitting, they have borrowed an exhibit from the New
York Public Library, the theme of which is Harlem and
the Renaissance Era. This exhibit consists of 27
aphs of events during the Renaissance era. [

photographs and their dimensions. inquired
about a poster on this exhibit and dvised
that as soon as they have the name of their guest
speaker, they will have a poster out which will also
include the name of the speaker. The exhibit will
probably run from 6 February through 29 February.
March -- Employee Photo Exhibit. was
present to brief the meeting on the upcoming Emp oyee
Photo Exhibit scheduled for the month of March. He
said that basically it would be handled the same as
last year. There will be no judging of entries and the
number of entries from each employee will be limited.
He will be getting out an Employee Bulletin on this as
soon as he determines the exact dates of the exhibit.
April -- I advised that we will probably
use the Smithsonian exhibit entitled "Buildings Reborn,
New Faces in Old Places" for the April exhibit. The
exhibit consists of approximately 40 pieces and
requires limited security. The cost of the exhibit is
$775.
May --I will coordinate the East Asia
exhibit. a will Be present at our March meeting to
discuss plans for the exhibit with us.
b. Exterior
reported that the landscaping around the
satellite antenna had been completed. The painting of
the base of the dish and the steel supports will be
done when weather permits.

He also advised that work had been started on the
pipeline project -- some of the trees have already been
removed.
4. Old Business
a. Revision of
I zad previously sent to the members of
the Commission tor their consideration a copy of the
latest version After discussion, it was
decided that this version met with the approval of the
FAC and it will be sent on to Regulations Control
Division.
b. Contract Between FAC and Exhibitors
presented to the Chairman a draft copy of
a contract drawn up by OGC for use between the FAC and
exhibitors. Some revisions are necessary to this
draft; these will be noted and it will be further
coordinated with OGC.
5. New Business
a. Housing for Electric Conduits
introduced the subject of the ugly pipe
being use as conduit for certain word processor and
computer terminal installations. He noted that the
flat plastic conduit used for WANG word processor
installations had been carefully selected to blend
into the office environment, but that the unpainted,
round pipe being used for some electrical connections
and some computer links is an eyesore which he had
brought to the attention of the Office of Logistics.
That office is now looking for a more attractive
material through which to run power and tele-
communications lines which cannot be accommodated in
under-floor cells.
b. Painting of Exhibit Corridors
I advised that GSA has awarded the
contract tor .e painting of the walls and ceilings in
all the first floor corridors. In this connection, she
has made arrangements for storage of the DCI portraits
and the Melzac paintings, as well as the President's
photographs.
c. Ground Floor Corridors

walls in the ground floor corridors. The wall covering
would be of a neutral color that would harmonize with
the protective wood baseboards recently installed in
these corridors. The Commission agreed that this
wallcovering would be appropriate and would be an
improvement; the color selection will be left to

I dvised that he had recently received a
request from the ODP Distribution Center. They wish to
identify their office by using the raised lettering
similar to that used by the Security Duty Office.

corridor wall, in addition to the sign in the alcove
near the door.
f. Briefing on New Building
advised that he had recently received a

architectural firm which is designing CIA's new
building to brief the FAC at the next meeting on 13
February.
g. DCI Portraits
At this point in the meeting, the FAC moved to the
portrait gallery in the main concourse. The
replacement portrait of DCI McCone recently completed
by the artist Cedric Egeli was viewed. The Commission
is very pleased with the finished portrait and there
was agreement that the portrait be accepted as redone.

The Commission then moved on to the Helms'
portrait. isplayed two examples of
work done by the Meisel otochrome Corp. of Atlanta,
Georgia, working from photographs of the Helms portrait
and utilizing a photographic technique to simulate oil
on canvas. He had a partial portrait, showing Helms'
head, and a full-sized portrait. The Commission agreed
that the process could provide an economical substitute
for the deteriorating oil portrait, and that it would
be worth the cost of approximately $500 to have a
full-sized copy made. The members found that the color
tones of the partial portrait were much closer to the
original color of the oil painting, and they authorized
to order a copy based on the color of that
small sample.
6. The next meeting of the FAC will be held on Monday, 13
February 1984, at 1100 hours in Room 7D32 Hqs.
7. The meeting was adjourned at 12:30 hours.
