Operations Group Deputy Chiefl (visited the bureau 11-14 September. During his visit, he met with American and local personnel and with senior embassy officers, including the Ambassador and DCM. STAT 2. The bureau chief used the occasion ofl (visit to hold he bureau's new premises on the 15th floor of the blocks from the embassy. Invited were: all STAT embassy officers and staff, representatives of the contractors involved in the construction of the building and the bureau, and representatives of the diplomatic missions and companies located in the building. The bureau believes the open house was a great success, with some 125 visitors showing up for the wine and cheese buffet. (See below for the steadfastness and discipline which the bureau staff demonstrated despite the carryings-on of the open house around them.) A. Monitorial/Editorial 1. Daylight savings time ended in Israel on 7 September; local time is once again GMT plus 2 hours. 2. Israel and Egypt approved the Tabah arbitral compromis on 10 September, opening the way for a hasty summit meeting between Peres and Mubarak that began the next day. The bureau stayed open 2 hours beyond normal COB on the 10th, awaiting confirmation that the compromis had been approved and the summit would proceed. Despite the news blackout imposed during the summit, Israeli media carried extensive reportage and comment, which culminated with Peres' return to Israel and his airport statement and news conference, both of which came at the peak of the bureau's ooen house. described above. STAT 3. The bureau stayed open through the night on 29 September to cover the parliamentary by-elections in Turkey, the first electoral test since the 1983 general elections for Prime Minister Turgut Ozal's government. The voting results may indicate a shift to the right with Ozal's Motherland Party winning 6 Parliamentary seats and 32% of the overall vote, down from 45% in 1983. The more conservative Right Way Party won 4 seats and 24% of the vote. Lateral Services 1. In the wake of the 5 September hijacking of the PanAm 747 in Karachi, several Embassy components, including the front office and the Regional Security Office, asked to be kept informed on all developments. Embassy interest was heightened by reports that the hijackers wished to be flown to Cyprus and had demanded the release of terrorists jailed there last year for murdering three Israelis aboard a yacht in Larnaca harbor. The bureau requested drop copies of all items on the hijacking from the other bureaus involved and provided frequent updates to embassy officers. All recipients expressed their appreciation for the service. An overnight watch planned by the bureau and coordinated with the DCM and other embassy officers was called off following the assault on the plane and the release of the passengers. 2. The bureau on 16 September replaced the Extel RO serving the ponyline in the embassy Political Section with a new Comscribe. 3. The bureau on 17 September provided a rush translation for the embassy Political Section of a Jerusalem Domestic Service report on Israel's granting of a license for a branch of the Cairo-Amman bank in Nabulus. The requesting officer indicated that the report was needed for a cable to be sent by the charge that afternoon. Technical 1. Nine new Extel Comscribe RO's were received during the month, including 2 "triple font" units capable of printing Arabic. 2. Bureau technicians installed a new high-gain UHF antenna on the roof of the bureau building. The new antenna will be used for television cruising, primarily Cairo Television. Results will be forwarded. 3. The bureau engineer and technicians completed a comprehensive physical inventory, a major project requiring extensive time and effort. It is the first comprehensive update since the move to the bureau's new quarters and was done in time to make the annual dollar report on bureau accountable property. A. Personnel 1. Teletypist will replace STAT entered on duty 14 September. STAT , who is resigning on 11 October to STAT 2. During his brief visit to the bureau, Operations Group Deputy Chief announced that cash awards had been approved for STAT Communications Section Supervisor and teletypists STAT for their efforts and personal STAT sacrifices to keep the Communications Section manned during a very trying time of high personnel turnover during the past year. Building and Grounds The engineer and technicians cleared out the bureau warehouse in Yafo in line with the decision to let the warehouse lease expire at the end of the month. The items stored at the site were either disposed of or transported to the bureau, where ample storage space has been created by some minor remodeling and the purchase of some additional furniture. The cancellation of the warehouse lease saves $5,000 annually and provides the proper storage environment for supplies such as telecommunications paper. 1. Ops Group Deputy Chief September. 2.
