MEMORANDUM FOR: Director, Foreign Broadcast Information Service
THROUGH: Chief, Operations Group
SUBJECT: Monthly Report -- Tel Aviv Bureau -- October 1986
The State Department has decided to forego any effort in the near
future to purchase or build a new American chancery in Israel under the
so-called Inman package. Legislation has been passed by Congress and
signed by the President that stipulates that any new chancery must be
built within a defined distance of the Israeli Knesset, i.e., within
Jerusalem, which is contrary to U.S. Government policy. As a result of
this turn of events, the Department is sending a large team of experts to
Tel Aviv in November to survey the current chancery to determine how it
can be retrofitted for the near-term. Some components may have to be
moved out to provide sufficient space for the remaining components. Other
components may move The bureau has advised STAT
the Embassy that it must move fast on this question, as the building is
rapidly filling up. It is great to be able to say that, yes, FBIS was
"ahead of the curve," and has set the pace for other mission components on
this issue.
A. Monitorial/Editorial
1. One month after the disappearance of NVOI, the Iranian ,
clandestine radio National Voice of Iran, Persian Monitor STAT
recognized the voice of one of the announcers on the new Moscow Radio
Peace and Progress programs in Persian and Azeri as belonging to one of
the NVOI announcers. Following additional checks, was able to STAT
confirm that the announcers were one and the same, thus helping to explain
the sudden disappearance of NVOI.
2. The long-awaited Israeli government rotation, involving a
transfer of the premiership from Shim'on Peres (Alignment) to Yitzhaq
Shamir (Likud), took place on 20 October. While the process was delayed
several days by disputes over the composition of the new cabinet, the
actual transfer of power proceeded smoothly, confounding several observers
who predicted a breakdown of the coalition.
3. Yom Kippur, the Jewish 'day of atonement,' began at sunset on 12
October and ended at sunset the next day. Only police and emergency
vehicles are allowed on the streets during this time, Israeli radio and
television are shut down, and no newspapers are published. Because of the
difficulty in getting bureau staff to and from the office during this
period, a skeleton staff was picked to work both the evening shift on the
12th and an extended dayshift the next day. This team was quartered in
the Dan Hotel, within walking distance of the bureau.

B. Cruising
Cruising Monitor conducted the biannual cruising survey STAT
of Moscow frequencies following the introduction of primary fall and
winter changes on 28 September.
C. Technical
1. The bureau engineer and technicians have installed nine Extel
Comscribe RO's sent by ESG to replace the old Extel units, which will be
forwarded to Nicosia.
2. The bureau's two IBM-PC's were upgraded from 320K to 640K RAM,
using memory chips furnished by ADD.
3. One Epson FX85 printer was received from ADD and connected to
the Commo Section's IBM-PC/XT.
A. Personnel
1. The State Department approved an Embassy proposal for an annual
basic salary increase of NIS 300 for foreign national employees effective
1 September 86. This wage adjustment was premised on the agreement by
the Histadrut and the employers' organization to grant all private sector
employees a wage increase as a partial offset to the 7-10 percent
increase granted in September to all public sector employees. The NIS
300/year increase, however, averages only some 1 percent for Embassy
local employees. The Embassy will conduct its annual salary check in
November.

B. Building and Grounds

1. With the bureau's first year of occupancy in the) STAT
building coming to an end in late September, bureau staff and building
construction company representatives conducted a final inspection tour of
the bureau to point out items needing repair under the warranty
agreement. The building contractor has begun to make the repairs.
2. As required by the bureau lease, representatives of the) STAT
building construction company informed the bureau that a tenant in the
building planned to erect a transmitting antenna on the building roof for
a Motorola 2-way radio installation. Concerned that the transmitting
antenna might interfere with the bureau's nearby receiving antennas,
bureau staff met with the tenant and representatives of the construction
company. The parties discussed possible locations for the antenna, the
potential for interference, and other issues. The bureau has obtained
the technical specifications for the installation and asked ESt3 to
provide guidance on antenna location, whether to request installation of
filters, and likelihood of interference. While the bureau has no final
right of veto over installations on most of the roof area and must rely
ultimately on the good will of the tenant and the construction company,
these parties have been cooperative.

on 16 October, par of a 2-day program provided to all newly arrived
mission personnel. The orientation, which included a briefing by
Jerusalem Mayor Teddy Kollek's personal advisor and a walking tour of the
Old City, took place the morning after a terrorist grenade attack near
the Wailing Wall killed 1 person and injured 68. On the 16th, however,
the plaza by the Wailing Wall, one of the stopping points on the walking
tour, was probably the most secure place in the entire Middle East.
