SUBJECT : Monthly Report -- Paraguay Bureau --
September 1986
Wordage filed from ROSET sources leaped from the
previous high of 19,500 last month to 58,520 words in
September. This increased wordage resulted from the
Bureau's using the Associate ROSET to cover Chilean events
following the assassination attempt on President Pinochet.
This added coverage of Chile resulted in some 43,460 words,
and even though Brazilian sources were not covered for a
week from the ROSET, publishable Brazilian wordage still
totaled 15,060 words.
A. MQiiitQrial/EditgCiai
1. The major story the Bureau covered this month
was the attempt on the evening of the 7th to assassinate
President Pinochet. A heavily armed terrorist group
ambushed his motorcade as he was returning to Santiago from
his weekend home. Pinochet received only a slight shrapnel
wound in the hand, but five of his bodyguards were killed
and nine were wounded. The Manuel Rodriguez Patriotic
Front claimed responsibility for the attack. The
government imposed a state of siege and instituted a
curfew. The Bureau stayed open through the night of the
7th-8th to provide coverage of events in the wake of the
assassination attempt. The Bureau's Santiago contractor
provided several high-priority items via telephone feed the
night of the attack. The next day, however, the Bureau
received Headquarters concurrence to consolidate Chilean
coverage at Paraguay Bureau and the Associate ROSET was
taken off Brasilsat and moved to the Intelsat at 53.OW
until the 12th.

2. Effective 15 September, the Bureau added the
2304 GMT newscast of Santiago Radio Portales in Spanish to
class C coverage. This newscast, which was monitored
during the Chilean crisis and proved to be very productive,
is relayed to the Bureau by the Santiago contractor because
it cannot be heard in Paraguay.

1. Embassy Political Officer Jack Martin visited
the Bureau on the 11th to view Paraguayan television
coverage of a rally by the ruling Colorado Party in
downtown Asuncion.
2. U.S. Navy Admiral David S. Chandler, commander
of the South Atlantic Region (USCOMSOLANT), visited
Asuncion from 18 to 21 September. During his stay, he
requested and received copies of the Bureau's publishable
file.

1. The Bureau has received permission from the
chief of the ANTELCO receiving station, where the remote
antennas are located, to reactivate a rhombic antenna
directed at Brazil that ANTELCO is no longer using. The
only investment that the Bureau will have to make to
reactivate the antenna is to install a new transformer,
which the Bureau has in excess stock. The antenna should
improve reception of Brazilian shortwave broadcasts if for
some reason the Associate ROSET cannot be used to cover
Brasilsat or if the ROSET equipment is malfunctioning.
2. The final work is under way on the microwave
expansion project. Wiring for the six new channels has
been completed at the Bureau and at the remote site. The
system should be fully operational within the next week.
3. The Bureau finally received its repaired
IBM-XT computer as well as the unexpected gift of an EPSOM
FX printer from ADD. Also received were 18 IBM

1. While the Bureau was using its ROSET antenna
to cover events in Chile, the cruising monitor made
observations of Intelsat 53.OW. He confirmed that Paraguay
can see and copy all the Chilean broadcasters previously
identified by Panama Bureau's cruiser. He did not observe
any new Chilean sources. Most important, he was able to
provide the monitors and editors with valuable frequency
information, which enhanced coverage of the Chilean crisis.

2. Also during September the cruiser completed
the Panama backstop survey and began cruising Moscow
International Service for its annual autumn primary
frequency adjustments. In addition to his cruising duties
this month, the cruising monitor filled in as necessary for
the technicians, who were frequently working on the
microwave expansion project at the remote site.
III. ADMINISTRATION
A. Persgnne].
1. Bureau Chief arrived in
Asuncion and assumed duty on 19 September.
2. Headquarters approved for FBN employees a
144,144 guarani Paraguayan Government-decreed
cost-of-living increase retroactive to 15 July and,
retroactive to 25 May, a 5-19 percent increase, depending
on grade, as a result of a recent wage survey.

New carpeting was laid in Main Radio because the
relatively new Brazilian-made carpet was badly worn.
1. Daniel Van Dyke, from the 470th MI Group in
Panama, visited the Bureau on the 5th for a briefing on
coverage and operations.
2. Francine Bowman, the Embassy's new
Administrative Officer, was given an orientation briefing
on the 16th. Francine previously worked in Bahrain and was
involved in helping Gulf Bureau close its doors.
On the 20th, Deputy Chief I (hosted
a cocktail party to welcome the new bureau c .
Ambassador Taylor and many other members of the Embassy
community attended.
