MEMORANDUM FOR: Director, Foreign Broadcast Information Service
THROUGH Chief, Operations Group
SUBJECT : Monthly Report -- Panama Bureau -- November 1986
A. The bureau's communications situation became the focus of some
attention during the month. The U.S. Army (Ft. Huachuca) advised that if
FBIS did not start paying for the long-awaited Mode I circuit, even though
it is not currently operational, the Army would terminate Panama Bureau's
access to the circuit. Although headquarters' decision was to refuse
payment for a nonworking circuit, at month's end local army contacts were
still trying to clarify the situation so the bureau would not have to give
up Mode I or pay for the circuit until it became operational.
B. Our efforts through the embassy in pursuing our two frequency
allocation requests continue to be frustrated. Frequent out-of-country
absences by the ambassador and evasiveness by Panamanian Government
officials have hindered progress, and there is no indication that pursuing
these requests further through the embassy will bring results. Although
at embassy request we have several times postponed our intention to
reroute our requests through the Joint Military Committee, on 1 December
we began the process of resubmitting our requests to the Committee.
C. A longtime tradition--turning the lights off in the restrooms--
has bowed to Gramm-Rudman-Hollings economics. An extensive
cost-effectiveness study revealed it was cheaper to leave the lights on
throughout the workday than continually replace soiled carpet tiles in the CD2
Ste'
men's room. Although the ladies room was not a problem, an
across-the-board ruling was made to avoid possible EEO complications and
to not sully the bureau's chances for EPS's annual PITD award for fiscal
responsibility.
II. OPERATIONS
A. Editorial/Monitorial
1. The Eugene Hasenfus affair remained the operational focus
throughout the first half of the month. The bureau's extensive coverage
of this affair and the resulting trial culminated on 15 November with the
bureau remaining open 2 hours past normal COB to complete texting of the
lengthy and complex verdict.

2. As a result of the bureau's coverage of the Hasenfus trial,
monitors encountered for the first time many difficult to translate legal
terms. Partially in response to this situation, monitor supervisor
took the opportunity to compile a substantial glossary of STAT
problem words and terms in Spanish. Drawing on support from the 193d
Brigade's Jud a Staff Advocate's Office and several bureau senior
monitors, has put together a glossary that should serve as a STAT
valuable reference tool. In the event this glossary might prove useful
elsewhere, we are sending copies to Paraguay and Key West Bureaus as well
as to Production Group.
3. On 8 November, we were able to cover via television the
festivities in Nicaragua marking the 25th anniversary of the FSLN. This
rare live television coverage of Nicaragua, which resulted in the filing
of two VSL's, was possible due to bureau's interception of a television
feed out of Managua sent via the 14.OW Gorizont satellite.
4. Five weeks after the devastating earthquake in San Salvador
that almost completely destroyed the U.S. Embassy, contractor
resumed daily feeds of Salvadoran radio and press material via commercial
phone line. The feeds last from 30-45 minutes and cover the major radio
casts and press items of the day. The bureau chief and chief technician
will be traveling to San Salvador the second week of December to reinstall
the bureau's remote equipment, possibly in the old embassy, parts of which
are again operational.
5. In our efforts to improve the quality of our coverage of
Mexico, the bureau has engaged a new contractor for the delivery of
Mexican newspapers. Major Mexican newspapers are now delivered daily,
instead of the previous three times a week, and lag time has remained at
only 1-2 days.
B. Communications
With bureau's receipt of the Bach 1.21 software, communications
operators no longer must rerun tapes to eliminate the figure key before
items can enter the Autodin system, thus further enhancing speed and
efficiency.
C. Lateral Services
1. On 10 November, the bureau instituted new routing procedures
based on the Bach LSL database. As a result, only one package indicator
is now necessary for each country of the world whereas before Bach this
would be practical only for Latin American countries. Several special
topics packages have also been created. The simplification in procedures
and Bach's ability to eliminate duplicate routers have greatly eased the
routing task.

2. Upon request, the bureau provided the Southern Command's
Office of Treaty Affairs with a videotape of Panamanian journalist Mayin
Correa's interview with the Panamanian attorney general on efforts to
stamp out the drug trade.
3. In response to a request from the Southern Command's Public
Affairs Office for a guide to Latin American print media, especially those
with political content, the bureau gave the PAO a copy of the Production
Group Coverage Schedule.
D. Technical

1. Contractor Cedeno Choy & Associates completed the
installation of new suspended ceiling tiles and new lighting fixtures in

furniture for the bureau kitchen. The estimated completion date is 12
December.
