MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - June 1986
1. There is visible progress in the construction of the new
Monitoring Service buildings at the west and of the old main
building. New sections next to the old building have been
finished externally and painted and two large airconditioning
units have been installed. The former PMU quarters and a
miscellany of smaller buildings have been demolished, and the
new listening room is taking shape as girders are set in place.
A new one-story garage is about finished at the western end of
the new construction area. In a field on the east side of the
old building, the 2-meter Ku-band dish antenna has been set up
and should be rigged up for cruising shortly.
2. The BBC is almost continually in press headlines on one issue or
another, whether the Peacock Committee's year-long assessment of
the effects of introducing advertising on the BBC's home
services, or still more upper management reshuffles, or the most
recent row between the BBC and ITV over the televising of the
World Cup competition in Mexico City, which ended with both
showing the semi-finals and final, BBC crowing that it had the
larger audience because there were no interruptions for
advertising. Newspaper book review sections meanwhile have been
plastered with assessments of a book entitled "The Last Days of
the Beeb." Depending on the reviewer's current attitude toward
"Auntie," the book has been praised for "a lot of good stuff" or
savaged - by the FINANCIAL TIMES' television critic - as a
"contender for the Litotes of the Year award." Also hitting the
bookstores is a paperback "Assigned to Listen: The Evesham
Experience 1939-43" by Olive Ranier and Vladimir (Vova)
Rubinstein, the latter a former Head, Reception Department of
the Monitoring Service, well known to a generation or so of
FBISers. Vova harks back to the days when monitoring was done
at Wood Norton, and the book cites a December 1941 logbook entry
about the anticipated arrival the next week of four Americans,
"members of the American monitoring service," coming out to
"start a sort of European outpost for their service."

A. Monitorial/Communications
1. PMU scored another of its now customary "firsts" with a
25,000-word report on the Soviet Union's 12th 5-year
economic plan as read by Ryzhkov. The plan was carried in
the 19 June PRAVDA, received in the pressfax transmission
the preceding day. Since the pages of the faxed papers are
never transmitted in any particular order, it was
impossible to begin the translation at the beginning and
move smoothly to the end. The report was handled in bits
by the Russian team as available, then coordinated and
checked, with the 34th and last take following the first in
approximately four hours.
2. "As usual," says Communications Supervisor 0 the STAT
bureau broke its monthly output record, making this the
highest June ever with a daily average of 91,336 words per
day. Monthly records have been set since March 1985, with
the exception of last August and September. Remarking on
the usefulness of the computerized header list
particularly as output has continued to soar,noted STAT
that FBIS' worldwide consumer list totals 525 entries,
approximately 410 of which are on London Bureau's list.
B. Lateral Services
Amconsul Munich expressed profound thanks for the bureau's rapid
service on two requests: translation of a Hungarian TV interview
with a Soviet economist (which was in fact passed to Vienna for
handling) and transcript plus tape of a roundtable discussion on
Moscow TV of the former Radio Liberty employee Oleg Tumanov,
along with a gratis copy of the FBIS field coverage schedule.
C. Technical
1. Further progress in the use of the bureau's Wangs was
registered this i=tb~ as PMU editor and resident computer
STAT
expert solved a software problem concerning
the transmission of edited items to the tape-cutter in
Communications, a process described in an excellent short
paper he produced on the history of PMU's use of Wangs.
The "simple but labyrinthine" solution has been hailed by
Commo for making the teleops' life much easier. 0 also STAT
wrote a program for the Wangs in the Tabulation Unit, and
after introductory work on the system the Tabs on 18 June
inaugurated the program, which automates sequential
numbering, take division, and heading entry of the Moscow
consolidated commentary list. With the list now produced
via the Wangs and the tape-cutter, Commo is spared daily
punching of the consolidated list and the Radio Peace and
Progress list. Tabs are to be congratulated on the
perseverance and stoicism (as Unit Chief STAT
describes the ordeal) in the transition rom ypewr ers to
the unit's single, temporary IBM PC and recently to the
4-unit Wang system.

to comma and through the telexcutter by electronic signal. STAT
For years fielded the paper cutter to chop half an
inch off kiUls-paper supply so that their copy would fit in
the pneumatic tube from PMU to Commo. (Expensive British
paper fits the British tube; American paper is much more
economical but expanded.) is now spared the STAT
muscle-building chop of some five reams a week, or over
10,000 sheets per month for over 10 years.

It was the month containing Britain's National Bat Week, some STAT
certified summer days to make up for the lack of spring, the wedding

the World Cup (the newlywed were on the same flight from the STAT
U.S. as the defeated English soccer team). PMUers who play with
languages even when not engaged in translating were adding current
soccer expressions to the sports glossaries, such as ITV sportscaster
David Pleat's awed remark, reported in the OBSERVER, about the skills
of Argentina's celebrated player Diego Maradona: "He gets fantastic
elevation on his balls in seemingly impossible positions."
