MEMORANDUM FOR: Director, Foreign Broadcast Information Service

THROUGH : Chief, Operations Group
SUBJECT : Monthly Report - London Bureau - September 1986
1. Due to problems of funding and site location, BBCMS has decided
to drop the idea of establishing a limited emergency backstop
facility at Caversham Park.
2. To cope with modernization, the BBCMS Engineering Department
headed by David Wilson is being reorganized into three sections
reporting directly to Head of Engineering: Building Services
managed by Eddie Fallon; Engineering Services managed by Kevin
Ryan; and Engineering Operations managed by Gordon Pearson.
Arthur Hampson has been retitled Senior Engineer for Technical
Services and Vernon Smith Senior Engineer for Technical
Development. Six new posts are to be advertised for the
operation and maintenance of the new computer system.
3. Work on the building extension at Caversham is proceeding on
target. A new boiler house has been in service for some months
and the steelwork for the remainder of the extension is
complete. The shape of the new extension can now be clearly
seen.
4. Mr. Marmaduke "Duke" Hussey, former chief executive of Times
Newspapers, has been appointed chairman of the BBC Board of
Governors. He is expected to take up his new post in November.
According to a report on the front page of the 2 October edition
of THE TIMES, a political storm is brewing over the appointment,
which is "apparently seen on both sides of politics as going
some way towards meeting increasing Conservative demands for
tighter control over the BBC." THE TIMES goes on to say that
"despite recurrent controversy over alleged left-wing bias
within the corporation, some Conservative MPs believe Mr.
Hussey's main task will be to tackle what they perceive as
wasteful bureaucracy, sloppy editorial control and failure to
adapt to rapidly changing technology."
A. Monitorial/Editorial
1. The bureau was pleased to receive the following praise from
the Chief, Operations Group: "All bureaus, and in
particular Swaziland and London bureaus, are congratulated

for the comprehensive, timely coverage of the recent eighth
non-aligned summit conference in Zimbabwe."
2. PMU's speed showed to advantage again early this month when
a 6,000-word IZVESTIYA account of a Gorbachev interview
with RUDE PRAVO Chief Editor Horenit was translated on a
priority basis in less than three hours.
B. Communications
1. The bureau's total daily average wordage of 95,870 was the
highest ever September figure, the previous high being
88,650 in 1974. PMU's contribution was 25,820.
2. Vienna Bureau requested punching assistance during the
month. Some 49,500 words were handled over the weekend of
20/21 September.
C. Lateral Services
1. Responding to an urgent request from a Headquarters
consumer, the bureau successfully dusted off its commercial
satellite relay procedures early in the month to relay a
videotape recording of Al-Qadhdhafi's evacuation day speech
monitored from Tripoli television on 31 August via Visnews-
Brightstar.satellite transmission to Washington.
2. A request from the Defense Attache Office in Prague for any
video coverage from Prague television of Czechoslovak-
Hungarian military maneuvers was passed to Headquarters for
servicing after appropriate coordination with Vienna
Bureau.
3. A Headquarters consumer request for video coverage of a GDR
TV program on military affairs was passed to Cologne
Coordination Unit after it was determined that servicing
would be faster through CCU/DW than the BBC's "European
monitor".
D. Technical
1. The major focus of the Engineering Unit during the month
was on Internet. Newly arrived equipment was assembled,
tested and installed, cabling laid, signals tested, and
wiring installed. The bureau remains on schedule to meet a
November startup deadline.
2. The problems with the bureau-designed automatic numbering
device for the circuit traffic have been solved. STAT
The unit was fully operational effective 25 September.
3. It has been determined that owing to poor workmanship by
contractors who installed the original Wang cabling in PMU,
the bureau's Engineering Unit will have to discontinue use
of the patchpanel and reterminate all work station cables

to the master unit. One terminal is already out of
commission due to the poor wiring connections. Work is
scheduled for mid-October.

V. COMMUNITY ACTIVITIES
on 17 September 1786, the then U.S. Minister in Paris Thomas
Jefferson visited Caversham while on a tour of English gardens. The
estate was owned at the time by Major Marsack, quaintly referred to
as the natural son of George II. No visible signs of patriotism by
either British or American personnel marked the bicentennial.
