1. The BBC Monitorin Srvic ounced on 12 December the
appointment of arry White a present Head of Overseas
Administration at Bush House and former BBCMS Head of Personnel
and Administration, as BBCMS Deputy General Manager in early
1987 and that of Kevin Corrigan as acting Head of Personnel and
Administration for 3 months effective 5 January to fill the
vacancy created by the retirement of A.M. Stevens.
2. The New Year will not only bring forth many resolutions but also
witness the birth pangs of Internet. During the month the
bureau completed all installation and inhouse testing of
Internet equipment, with appropriate personnel being trained in
operating procedures. FBIS engineering tests of Internet
signals between the bureau and Independent Hill are scheduled
for 7 January. Actual regularly scheduled transmission of
programs will begin on 12 January, with the initial three
programs (BBC news, Independent TV news, Soviet Vremya) being
intercepted off Intelsat by Langley TVRO for direct input into
the Headquarters TV grid. Alert and operational procedures for
bureau transmission of ad hoc television programming are being
coordinated with Headquarters.
3. At bureau request, the BBCMS agreed to conduct a 2-week survey
beginning 6 January of West European television on satellite
using the 10M Roset dish. Soviet pressfax during this period
will be taken exclusively from the 14W Soviet satellite using
the 2M dish at Caversham. The Monitoring Service has committed
itself to regular coverage of Tripoli television in the near
future as well as the future possibility of Lisbon TV news
coverage. Further efforts to determine likely candidates for
coverage and/or Internet transmission are the subject of ongoing
BBC/bureau discussions.
4. On 1 December congratulations were received from Chief,
Operations Group on the bureau's 45th anniversary. The message
noted the bureau's fine performance in maintaining its solid
reputation of operational excellence built up over the years.

A. Monitorial/Editorial
1. Bureau editors were quick to realize the importance of a
short Tehran IRNA English item on 10 December identifying
Ayatollah Montazeri as "the spiritual leader of the Islamic
revolution," sending the item immediate and highlighting
the title usually reserved for Ayatollah Khomeyni.
Recognizing its mistake, IRNA quickly transmitted a
correction changing "the spiritual leader ..." to "the
future spiritual leader ..."
2. As part of the extensive orientation/briefing program
actively promoted by bureau and BBC management, BBC trainee
duty supervisor received on 21 December a STAT
1-day briefing on bureau editorial operations. As part of
the program, all new BBC monitors are given a bureau
briefing by the chief editor. In return, the BBC briefs
all new staff and associate editors. During the month
individual 1-day briefings on BBC operations (library, SWB,
listening room, newsroom) were conducted for editors and
associates who had not yet had the opportunity.
3. An 11 December message from Chief, Operations Group
expressing his and high-level consumer appreciation for
BBC/EAU/bureau reportage on Sudanese affairs was passed to
the bureau's BBC colleagues.
B. Communications
On 1-2 December Communications Unit Deputy Chief STAT
and Shift Supervisor attended the annual STAT
Croughton ASC seminar on ASC functions and operations. A report
on the seminar was forwarded to Headquarters.
C. Lateral Services
On 1 December London Embassy Consular Officer Lawrence Mandel
requested any information the bureau might have on changes in
the Soviet emigration law rumored to have been reported on
Moscow radio and published in the Soviet press. PMU quickly
responded by providing a multitake text of the changes. Mr.
Mandel expressed his appreciation for the quick and thorough
response.
D. Technical
1. A power surge during the evening of 12 December damaged the
bureau's automatic routing devices on the 9GWA Autodin
terminal. Following standard operating proc
communications personnel quickly switched to
dedicated B672 terminal until bureau technicians could
clear the faults the next morning.

2. Chief, FSB/FED expressed Headquarters appreciation early in
the month for the bureau's quick response in providing a
spare Frederick 1403 reader power pack to Swaziland Bureau,
whose unit had been damaged by a severe electrical storm.
The damaged unit is being returned to London for repair and
retention.
Personnel
1. Making for a Merry Christmas thanks to combined efforts by the
bureau and Headquarters, late in the month PMCD approved
upgradings of two teletype operator positions to shift
supervisor level.
2. On 24 December Headquarters approved a bureau recommendation to
follow local embassy holiday leave/pay practice, thereby
establishing a uniform policy for all bureau FBN employees whose
regular day off may fall on a scheduled holiday. A bureau
notice will be issued clarifying bureau premium pay practices.
3. Pressfax operator) Iwas promoted to FBN-6 effective
8 December and converted.from contract to indefinite
appointment.

4. Teletype operator was promoted to FBN-7 effective STAT
8 December.
5. PMU media analyst) was promoted to FBN-9 effective
4 January.
6. Teletype operator candidates) have
completed the preemployment processing and will enter on duty in
the January/February period, thereby bringing the Communications
Unit up to strength.
Mercifully the month of December proved to be a respite from official
visitors even though some 49 managed it during 1986. The New Year
may bring forth an even greater number of travelers as the sound of
itineraries being prepared in Headquarters can even now be heard in
London Bureau.

The bureau Christmas fete was ces=3tteld again on 19 December.
Numerous revelers feasted on traditional holiday delights while those
so inclined stomped to the live and loud sound of the Country Network
playing our favorites poignantly rendered in country-western style by
a steel guitar, mouth organ and mechanical beater.
