MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - February 1986
1. The second coldest February in Britain in this century left a
litter of broken records at the bureau: the busiest February and
also the busiest month in bureau history with a massive 108,740
daily word average; PMU's highest output yet, a daily 38,840
word average; the pressfax unit's biggest single cast ever, 130
pages printed on the 25th, the day all the papers featured
Gorbachev's opening speech at the 27th CPSU Congress.
2. On the Internet front, bureau editorial, engineering,
communications and coverage aspects were coordinated by Chief
Editor and presented in concept and activation
plans sent to Washington at the end of the month. No further
word was heard from BTI, or BBC, as to any decision on the most
effective way to relay video signals from Caversham to Madley
and vice versa. Reporting BBC's own progress in that respect,
Acting General Manager of the Monitoring Service Roland Challis
informed FBIS at mid-month that the temporary microwave link for
relay of video signals from Crowsley to Caversham had been
installed on the Thames Water Authority's tower near Emmer
Green.
Editorial/Monitorial
CPSU Congress:
Both the bureau and the BBC spent considerable time and
thought in organizing the coverage and handling of the CPSU
Congress. The bureau made detailed arrangements for
documenting all wirefiled materials and maintaining
processing logs, charts, and copy boards, and also
established a three-slot editorial system with one editor
dedicated to coordination of congress material. This
meshed with the BBC's revolutionary concept of two duty
supervisors per shift, with the second managing all
congress-related staffing, coverage, and processing. The
BBC also rearranged and reequipped its Soviet TV monitoring
room - upstairs next to the chapel, where FBIS' two Medburo
evacuees first did Soviet video monitoring - to accommodate
four monitors.

Bureau editors, PMU, and the BBC were all put to the test
with the tidal flow of varying versions of the same
information to process, coordinate, check, and compare.
PMU's second shift, established well in advance of the
congress to cover pressfax materials available early
evenings and weekends, was rejigged to an early morning
shift after the congress began. Even Soviet newsmen seemed
to sag under the load of material, and the pressfax
transmission, normally two casts with the first beginning
around 1400 GMT, became a straight-through cast beginning
five or six hours late, around 2000 GMT, ending around
0030, making long hours for weary pressfax techs.
Award for the least professional performance goes to TASS;
on Day One of the congress it began carrying the text of
Gorbachev's speech, but abandoned this in favor of a
melange of flashes, snippets, and incomplete reports, only
resuming transmission of the text about 1800 GMT that
evening.

Since the BBC had no Swedish capability on duty that night,
most current available "World Radio and TV Handbook" and
volunteered her services as a former PMU Swedish linguist
to the Listening Room. The regular Stockholm International
Service newscasts were prerecorded, but she intercepted and
processed the first, unannounced, report on the

bureau and the BBC both appreciated this fine performance.

B. Lateral Service
At the request of the American Embassy in Moscow, all processed
Soviet-source reportage, comment, and speeches from the CPSU
Congress were filed to the embassy.
C. Technical
The new IBM PC/XT, Bach-loaded, was located in the Punching Room
on the 11th in time for the CPSU Congress, with Bach proving its
worth during even the initial stages of the Congress. Given the
volume of traffic being handled now, the Commo Section would not
have been able to cope manually with the sorting of voluminous
headers for each item. Also of considerable communications
assistance was PMU's production of 20.7% of its file - 225,800 /
words - via the Wang/Telecutter, a record figure, turned out on
only the four original Wang positions.

former Okinawa Bureau Russian monitor who arrived with
his wife in Henley on the 11th to assist PMU during the CPSU Congress
before taking up his new post in Vienna Bureau in March.1 The
affiliated units both had visitors: FBIS Deputy Director
and ESG Chief were at Cologne Unit on the 4th, and at
Islamabad Unit MOD s stayed on for an extra weak's
cruising assignment while London Bureau engineer paid his
first familiarization trip to inspect the unit's equipment, departing
on the 27th. Teleop returned to London on the 14th from
a four-week working TDY in Tel Aviv.
