With the cost of an IBM-compatible PC in Hong Kong now equivalent to an IBM Selectric III typewriter, Headquarters approved the purchase of five PC's to replace worn-out typewriters. The PCs were installed during the month, four in the Chinese monitorial area and one in the editors' room. We used three Chinese monitors who are well-versed in PC useage to train monitors who had expressed interest. By the end of the month the PC's were being used full-time, even to -the point that some monitors did not have an opportunity to use them. We placed three PC's on moveable tables so that they can be rolled to the desk of the user. Editors have begun to work with translations in soft copy producing hardcopy for the teletypists. The wireroom is looking forward to working with the Bach program on their IBM XT which arrived on 1 July. B. The Consulate General will be inspected by a team of State Department inspectors from 30 June through 23 July. Each U.S. government agency or section has been asked to provide a statement of activities indicating current objectives, programs and any projected changes. C. The first round of Sino-Portuguese talks on the future of Macao began on 30 June. Hong Kong is watching these reunification talks with keen interest. A. Monitorial/Editorial 1. Rumors and threats of a coup against President Aquino during Independence Day celebrations on 12 June prompted the bureau to place Philippine radios on open speaker watch. The Philippine army and police went on full alert in anticipation of trouble from Marcos loyalists. However, other media reporting indicated that Aquino had more to fear from her own military; subsequently both she and her defense minister denied these reports. Throughout the two days of open watch the radios continued to carry normal programming. As usual reception of the radios varied from fair to unmonitorable. We look forward to the day we have a remote setup. This was the first time since February when the station's transmitter was damaged during the peaceful revolution that brought Aquino to power. The station has been carrying programs similar to those carried prior to going off the air. Our new part-time Ilocono/Tagalog monitor was able to cover the Ilocono station located in Marcos' home area during the alert. This station, like the others, carried only normal programming. She has also been able to assist us with some Tagalog programs while one of our two full-time Tagalog monitors is on leave. 2. Hu Yaobang's European trip generated a number of priority items because his speeches and press conferences were carried in fuller or "text" versions by PRC sources monitored at the bureau. 3. Anew TV station located just across the PRC border in Shenzhen began broadcasting on 1 July during evening hours. The bureau installed a temporary TV antenna on the roof of St John's Building so that we could sample several days of programming before making permanent arrangements. The first night's reception was uneven. Nothing was received at the first; later we were able to pick up the audio but not the video. We will adjust the antenna to see if reception improves. The station says that its broadcasts can be received in Hong Kong, Macao and parts of the Pearl River Delta. Y B. Coi[anunications All commo glitches, which were minor this month, will be blamed on a mouse which decided to apply for a teletypist position. No back doors for this applicant! It boldly came up the elevator and walked in the front door. After a few days of producing no typed copy and showing interest only in eating the salted fish and candy baiting the trap, it was unanimously decided to dismiss the applicant forthwith. A committee of teleops, techs and editors took on the task. The mouse, however, was not easily convinced and thought to apply for an editor's position but was met with loud rotests. Credit for the dismissal goes to teletypist who fell on the mouse and STAT stunned it, thus leading to its capture. C. Lateral Services The bureau sent several videotapes of Beijing Television domestic/international newscasts to BBC in response to a BBC consumer's request. D. Technical 1. The Hong Kong Post Office sent the bureau formal notification late in the month that the bureau's microwave link between St John's Building and the antenna field on Mt Butler would be blocked by a new building. We have known about the construction for several months and have sought formal notification so that we could approach other Hong Kong departments. The builders have another year of work to complete the foundation. It then takes about one week to pour a floor. The 20th floor will block our microwave. 2. Cable and Wireless has indicated that it is about 2-3 months away frown a decision about the Mt Butler antenna field relocation. Our plans for an alternative to the microwave and as the backup to the Tl system will depend on where the antenna field may be relocated. 3. The IMB XT-PC, monochrome monitor and punch reader arrived on 1 July frown Okinawa. We are now installing it in the Wireroom. The NLQ printer to be used with it arrived earlier in the month. 4. We bought locally and installed 5 IBM-compatible PC's during the month. Four are located in the Chinese monitors' area and one in the editorial room. Personnel 1. A Foreign National promotion ceremon was held in the bureau chief's office on 25 June. Monitor was promoted to STAT FBN-9 and teletypist to FBN-5. STAT 2. On 24 June the Consulate announced two pay adjustments for its local employees. One pay adjustment is retroactive to 5 January with increases varying among grade levels; the other is an across-the-board increase of 3.83$ retroactive to 8 June. Adjustments to the bureaus FBN wagescale is pending Headquarters approval. A. from Okinawa Bureau visited the bureau on 3 STAT June while on private travel to Hong Kong. B.
