SUBJECT Monthly Report--Hong Kong Bureau--November 1986
A. Hong Kong Bureau was awarded a Meritorous Unit Citation
for its performance from September 1985 to April 1986 in providing
coverage of the Philippines prior to, du g the

award. This was the first unit citation given to the bureau.
B. Events in the Philippines once again brought home the need
for improved reception of these radios. With rumors of an impending
coup by forces loyal to Defense Minister Juan Ponce Enrile and faced
with esct~ating violence and murder, President Aquino, on 23
November, called for the resignations of her entire cabinet and
promptly accepted Enrile's. In the days that followed she accepted
the resignations of two more cabinet ministers. She also demanded
that a cease-fire with the rebellious National Democratic Front be
signed by the end of the month and saw that happen on the 27th.
Bureau personnel, in covering these events, often worked with poor
to unmonitorable reception. Adding to the frustration of maintaining
coverage was knowing that press briefings and news conferences being
held by some of the principals involved could not be covered due to
bad reception.
C. Secretary of Treasury Baker's remarks on 20 November that
Hong Kong, Singapore, Taiwan and South Korea should strengthen their
currencies against the U.S. dollar sent shockwaves through Hong
Kong. The United States is a major trading partner of Hong Kong.
Any realignment of currencies upward against the dollar would also
adversely impact on the bureau's budget.

A. Monitorial/Editorial
1. The bureau is again monitoring the Philippine radio
station Baguio City Mountain Province Broadcasting Company on 540 KHZ
(Station DZWT). This station recently became audible when a powerful
Beijing domestic relay transmitter ceased operating on this
frequency. It is usually heard with fair reception from 2330 to 0930
GMT. In the morning, it broadcasts selected items, particularly
editorials, from that day's newspapers. This allows us to report
some newspaper items of interest about 4 hours before the papers
arrive from Manila.
2. The bureau's new Philippine monitor,
entered on duty on 10 November bringing with her an Ilocano
capability that will be useful. The Philippine Unit is now at full
strength with one part-time and two full-time monitors.
3. Recruiting efforts are underway to fill a vacant
Chinese monitorial position. While response to advertisements in the
local Hong Kong press was good, the quality of the candidates are
poorer than in the past. Most of them lacked experience with spoken
Mandarin. Several applicants have been identified as potential
monitors.
4. Our Beijing contractor has advised us that all
subscriptions for 1987 were renewed except for two provincial
newspapers, NINGXIA RIBAO and HENAN RIBAO. These are no longer
available to foreign readers. NEI MENGGU RIBAO also remains
unavailable to foreigners; it was taken off the list last year.
B. Communications
1. The bureau's use of PC's is gradually having an
impact on the commo section. In October, 80 items totalling 82,360
words did not have to be rekeyed by teletypists as a result of
translating and editing done on the PC's. In November, 90 items
totalling 146,440 words were done.
2. Two communication outages on 13 and 14 November, due
to maintenance and upgrading in the consulate's communication
section, resulted in a significant increase in garbled messages. For
13 November alone, there were 48; a normal week usually has 5. Most
of the garbles were due to deterioration of an alternate
communication circuit being used while the main one was down.
C. Lateral Services
1. In addition to filing one of the initial flashes on
the South Korean announcement of DRRK leader Kim I1-sung's death,
subsequently proven incorrect, the bureau kept consulate political
and military officers up to date through a steady stream of phone
calls and hand-carried reports.

2. At the request of the American Consulate in Shanghai,
the bureau translated and filed an item from SHIJIE JINGJI DAOBAO.
Personnel
A. During the month local employees who are covered by Civil
Service Retirement (CSR) received salary information to help them
decide whether or not they wanted to join the consulate provident
fund which provides retirement benefits. Of the 24 employees in CSR,
7 chose to join the provident fund.
