1. This memorandum is for information only.
2. The activities of the Office of Security during the
week of 9 - 15 January 1986 were highlighted by the following
items:

*e. During the reporting period, the Deputy Director
of Security for Technical Security met with representatives of
General Electric regarding the Plain Text Processing Equipment
(PTPE) Program and the search for a Systems Integrator. Since
the PTPE Program will be a joint CIA/State Department effort,
representatives from the State Department SY/T were also
present at this meeting.
i. On 9 January, two Security Analysis Group
representatives made a joint presentation to attendees of the
Security Evaluation Course (comprised of security officers
recently assigned to positions in the Physical and Area
Security Directorate, the Technical Security Directorate, the
Office of SIGINT Operations, the Office of Communications or to
overseas PCS assignments).
j. On 9 January, the Security Officers Training
Program #27 began with nineteen students in attendance. The
eight-week course will provide an overview of the Office and
the Agency as well as training in a variety of security skills.
k. During the reporting period, a representative of
the Security Education Group briefed 25 attendees of the
Directorate of Science and Technology's Operations Course on
the operational use of the polygraph.

1. On 9 January, two representatives of the
Information Security Group met with a Booz, Allen and Hamilton
representative to discuss available directives and regulations
regarding computer security in the contractor and government
arena.
o. During the reporting period, the Security Education
Group continued specialized training of the Agency's Security
Protective Officers (SPOs). A segment on Judgment Pistol
Training was presented to a group of SPOs. A newly acquired
firearms judgment shooting simulator enabled the SPOs to obtain
useful supplemental weapons training. Additionally, all SPOs
have received a briefing on arrest procedures to be followed in
the event an arrest is made on Agency property.

SUBJECT: Weekly Items 9 - 15 January 1986
During the reporting period, at the request of the ADDO,
SEG provided him a copy of our Personnel Protection training
manual. In addition, with the cooperation of Physical Security
Division, information and materials relating to physical
security were also provided.
On 9 January 1986, Security Officers Training Program
(SOTP) #27 began with nineteen students. Three of the
attendees are already assigned to offices within OS and are
auditing SOTP for an overview and familiarization -- two from
Polygraph and one from Technical Security.
. During the reporting period a representative of SEG
briefed the twenty-five attendees of the DDS&T Operations
Course on the operational use of the polygraph.
During the reporting period SEG prepared and presented
Judgment Pistol Training to a group of Security Protective
Officers. Using the newly acquired firearms judgment shooting
simulator, the SPOs gained useful follow-up weapons training.
During the reporting period SEG completed its briefing to
the Security Protective officers concerning after arrest
procedures to be followed in the event they made an arresst on
Agency property. These briefings were repeated between shift
changes in order ensure that all SPOs received this vital
instruction.

discuss the available directives and regulations regarding
computer security in the contractor and government arena.
'On 14 January, the Chief, Information Security Group,
briefed the Security Officers Training Program Class. The
subject of the briefing was an overview of the Agency's
computer security program.
?DD/TS met with GE regarding the PTPE program and the
search for a Systems Integrator (SI). Representatives from
State Department SY/T were also present at this meeting, which
is to be a joint CIA/State effort.
?DD/TS met with C/Procurement Division regarding the
need for a full-time Contracting Officer within the Technical
Security Directorate. Logist' will name a Contracting
Officer to handle our account on an interim
basis.

On 9 January 1986 two Security Analysis Group officers made a
joint presentation to members of an OS overseas security survey
course. Topics covered included procedures concerning
(stressing the importance that the observations of
survey officers made in that case.
On 10 January 1986 Chief, Security Analysis Group made a
presentation to the Security Officers Training Course on=
mission and some significant CI cases.

The Chief, PSD met with a local representative of
Westinghouse Electric Corp. to discuss their efforts in
developing an automated explosive detection system. This
effort by Westinghouse was initiated in 1974 and has been
funded by FAA as well as Westinghouse. The system is
being examined as possibly applicab ie Headquarters
Building package screening program.
? The DC/PSD, C/OSSB, and other OSSB representatives
began the second week of the OSSB Security Evaluation
Course. This segment, presented eals with the
actual conduct of an Overseas Security Evaluation. A
total of 19 students are enrolled.
? The C/OPS/PAS, C/PSD, C/HSD, and several other HSD
representatives us Review Meeting
hosted by OIT in Representatives from
BASIX, the PASS vender, provided commentary on their
proposed action plan
? The C/PSD, C/DSB, and an OSSB representative
provided missions and function briefings to the new class
of SORT candidates.
From 9 to 18 January, two representatives from
Domestic Security Branch traveled to Los Angeles and San
Diego, California to onduct security surveys at various
domestic sites.

briefcase/package inspection was held at Headquarters.
Two violations were charged as a result of this
inspection.
0 From 13 to 17 January, one member of Domestic
Security Branch attended the Basic Safety 4 Health Course

attended the monthly meeting of the Security Committee
(SECOIl), Facility Protection Subcommittee.

of 7-14 January.

0 Following a report of possible impersonation of a:
gency employee, the Security Duty Office received a cal
equested verification of former Agency affiliation of a
uspect that the CustomSService was preparing to prosecute
or drug smuggling. The suspect was claiming "ex agent"
tatus with Agency and the CustomiService was attempting
o resolve that issue before taking the case to court.
he inquiry was referred to SSD/OSB for action.
ubsequently, an Agency record check revealed the suspect
aO no affiliation with the Agency and the U.S. Customs
ervice was so advised.
0 The Security Duty Office also has two officers
attending the Security Officer Program and one
in basic Vii computer training.
0 During the week ending 10 January the escort staff
satisfied 90% of daytime escort requirements. An average
of 213 escorts were scheduled per day to satisfy this
requirement
0 Recruitment efforts continue for both Staff and
Independent escorts. Five staff escorts EOD o R J-11 ry
and IC escorts are being hired at 5-8 per week
0 The HSD personnel section is in process of
updating all SPO and escort applicant files. This is
being done with support of the main Office of Personnel
and will provide the office with up to date status of all
in process as applicants.
