REFERENCE: SECOM-D-234, Dated 6 July 1982
1. Since reference was sent, further negotiations with the Department
of Justice and the Department of Defense have resulted in agreement by these
agencies upon the following wording for paragraph 2c:
Recommend to the DCI policies for the conduct by Intelligence
Community coninnnentc of cae~urity investigations of un uthor.z d
disciosur`es of intelligence sources and methods information or
classified intelligence; and determine and recommend to the DCI
corrective security measures to preclude the recurrence of
disclosures or compromises.
2. Please advise ASAP if this wording is acceptable. A telephonic
response in advance of a memorandum would be appreciated.

SECOM Charter
1. The attached pages represent changes proposed in the draft SECOM charter
as a result of negotiations with the.Department of Justice. _
2. The structure has been revised to remove unauthorized disclosures from
the list of items on which the Committee will advise the DCI on "common security
-and access standards." The new wording assigns to SECOM the roles of formulating
policy and recommending corrective measures.
3. Under these terms, the SECOM will work out the details of leak policy
to be recommended to the DCI. Use of the phrase "security investigations" makes
clear that departments and agencies will not usurp the criminal investigatory
functions of the Department of Justice and the Federal Bureau of Investigation.
