SUBJECT: NIC Activity Report, 13 - 19 December 1985
1. DCI/DDCI-Assigned Tasks
NIO/Africa (Fred Wettering) prepared talking points for the DCI on
Angola.
NIO at Large (MGen David Einsel) prepared a response for the DCI to
the Chairman of HPSCI on Chinese nuclear questions.
NIO/Counterterrorism/Narcotics (Charles Allen) met with the DCI to
discuss a sensitive counterintelligence issue. Mr. Allen met with the
DCI to discuss money laundering and problems involved in disrupting
international narcotics trafficking organizations; and prepared briefing
papers for and accompanied the DDCI to a meeting of the Vice President's
Task Force on Combatting Terrorism.
NIO/Europe (Col. George Kolt) prepared memoranda for the DCI on
Yugoslavia: Intelligence Exchanges and Terrorism,
and with DD , prepare a
memorandum for the DCI on European views of SDI.
NIO/Latin America (Robert Vickers) prepared an update on Nicaragua
for the DCI's use at an upcoming NSC meeting, and provided the DCI with
talking points on Contadora for a meeting with Admiral Crowe.
NIO/USSR (Fritz Ermarth) joined C/NIC in briefing the DCI on Soviet
defense spending.

Assistant NIO/USSR h ~Iprepared talking points for the
DCI on Soviet relations with East Europe and on the Soviet position in
the Middle East.
NIO/Warning (John Bird) prepared a talking paper for the DCI on the
potential for Syrian-Israeli war.
NIC/AG officer led a seminar at the National War
College in conjunction with an address by the DDCI on intelligence and
policymaking.
NIO at Large (Hal Ford) and NIO/NESA (Graham Fuller) were appointed
Vice Chairmen of the NIC to replace Herbert Meyer when he departs for
the private sector on 31 December 1985.

Bolivia, Peru, and Colombia at a restricted IG chaired by Assistant
Secretar of State Elliott Abrams; discussed El Salvador and Nicaragua
with the Defense Intelligence Officer for Latin America
and UI analysts; and prepared material for and arranged a DDI briefing
on Mexico for NSC staff member Phillip Hughes in support of a scheduled
trip to the area by the President.
NIO/NESA (Graham Fuller) met with the NSC Senior Director for Middle
East Affairs; addressed a high school class on Middle Eastern history:
chaired a HUMINT collection meeting
and met with a Rand specialist on Turkey and the Middle East.
NIO/SP (Lawrence Gershwin) discussed the Joint Net Assessment with
Andrew Marshall Director OSD Net Assessment; and with NIE 11-3/8-86
managers met with the WSSIC to discuss
changes to an estimate of Soviet ICBM silo hardness.

Act with Andrew Marshall; participated in a political simulation at the
NSC Crisis Management Center; discussed aspects of US/Soviet military
investment with officers of OSD/PA&E and SOVA analysts; and with
A/NIO/USSR briefed Ambassadors Kampelman and Cooper on
prospective Soviet strategy toward the US.

a member of the Dartmouth group which recently held
meetings in Moscow with Soviet international affairs experts.
