NIU/Africa (Fred Wettering) prepared talking points for the DCI on
Sudan and on developments in Southern Africa.
NIU/Counterterrorism/Narcotics (Charles Allen) prepared briefing
papers on combatting terrorism and illicit narcotics activities for the
DCI's use in briefing the PFIAB.
NIO/East Asia (Carl Ford) prepared talking points for the DCI on the
Philippine insurgency and on the China/Taiwan air balance.
NIO/Economics (David Low), with A/NIO/Economics
DCI on the Administration's new trade strategy it,

preparation for discussions at an Economic Policy Council meeting
chaired by the President; and attended on behalf of the DCI an EPC
meeting on the same topic, and a separate meeting on sugar quotas, both
chaired by Treasury Secretary Baker.

the DCI on Cardinal Glemp's recent defiance of the Polish Government.
Acting NIO/Latin America with ALA analysts,
prepared talking points for the D on political developments in Chile.
Assistant NIO/SP prepared talking points for the DCI
on Soviet strategic force developments.

Acting NIO/USSR prepared separate memoranda for the
DCI on Soviet strategies towara US, how the Soviets perceive the US
Administration, and the Soviet internal scene.
III. Of Interest This Week
NIO/Africa (Fred Wettering) attended an interagency meeting on South
Africa chaired by NSC staff member Phil Ringdahl regarding a proposed
Executive Order on South African sanctions; attended several sessions of
the State Department's Africa Chiefs of Mission Conference and held
private conversations with a number of Ambassadors and African Bureau
Chiefs; and with A/NIO/AF , met with US Ambassador-
Designate to Swaziland, Harvey Nelson.

Acting Assistant NIO/Af rical lattended a State
Department meeting for a review of US policy toward the Ivory Coast.
NIO at Large (MG David Einsel), with NIO/Economics (David Lowl,
discussed the Pakistani and Indian nuclear programs with Undersecretary
of State Armacost, Ambassador Kennedy, and D/INR; met with VC/NIC
(Herbert Meyer) and a senior OSWR analyst regarding a briefing of the
President by Dr. George Keyworth.on novel BW agents; and with A/NIO/AL
, discussed a special technical collection system with
officers of OTS; and met with a representative of the IC Staff regarding
the HUMINT collection plan. also worked with officers of
the State Department on a press release related to a` recent Washington
Post position on CW proliferation.

State Department; met with US Ambassador-Designate to Greece Robert

briefed the house Subcommittee on Energy Conservation on the likelihood
of terrorist groups attacking nuclear sites and facilities; with DO
officers, attended a meeting of the Terrorist Incident Working Group,
chaired b. Admiral Poindexter; met with OGC officers
to discuss legal issues related to coun a errorism; me
with the Harris Corporation to discuss R&D developments;
with SA/NIO/CT/N attended an OTS briefing on the state of
beacon technology; and briefed members of the Vice President's Task
Force on Community Counterterrorism Initiatives.
Assistant NIO/Narcotics discussed current
developments in drug trafficking from-Latin America with analysts and
senior staff officers at DEA's El Paso Intelligence Center.
Special Assistant NIO/Counterterrorism/Narcotics ___]with
DO and DI officers, toured and was briefed on the operation of the
Federal Aviation Administration's Hijack Center; and met with members of
the Vice President's Task Force for Combatting Terrorism/Senior Review
Group to discuss the status report of Task Force activities to date.
Assistant NIO/Counterterrorism met with the Chief of
the INR/Office of Global Issues and Terrorism to discuss the
counterterrorism production plan.

NI0/East Asia (Carl Ford) met with Assistant Secretary of State for
East Asian Affairs Paul Wolfowitz to discuss the latter's upcoming trip
to Moscow; attended an OGI-sponsored conference, "Warning Signs of Urban
Upheaval"; and with A/NIO/EA met with Richard
Williams, the new China Desk Utficer, Department of State.
Assistant NIO/EAI (met with Iris Portney, formerly of
DoD Legislative Affairs, to discuss her recent research project on
technology transfer--done under the auspices of the International
Institute for Strategic.Studies.
NI0/Economic (David Low), with an OGI analyst, attended a meeting
of the International Energy Security Group chaired by Under Secretary of
State for Economic Affairs Wallis to;review a wide range of energy-
related negotiations-which'-'are underway around the world; and met twice
with Donald Fortier, Deputy Assistant to the President for National
Security Affairs, to discuss the Pakistani and Indian nuclear programs.
Assistant NI0/Economics participated in an
interagency briefing of Senate and House staff-members on strategic
materials; and met with Richard Gillespe of the National Council on
US/China Trade to discuss business contacts in China.

on the status of the Soviet aircraft carrier program.
NI0/NESA (Graham Fuller) testified on Middle East arms transfers
before the House Foreign Affairs Committee; discussed terrorism in

the Assistant Secretary of State for Middle Eastern Affairs to discuss
problems of arms sales; attended a Wilson Institute seminar on Soviet
behavior anti foreign policy; and with A/NIO/NESA visited
NSA for detailed briefings on their work on iddle East issues; and
attended a NESA-sponsored seminar on Sudan. also attended an
AEI lecture on Lebanese Shia and Terrorism.
NIO/SP (Lawrence Gershwin) briefed the HPSCI on Soviet strategic
systems and on the START and INF negotiations; briefed the
Director/JCS/J-5, the staff of JCS/J-3, and other senior JCS officers on
Soviet strategic forces;'met with Andrew Marshall of OSD/Net Assessments
to discuss the draft of the new Joint Net Assessment on strategic
forces; met with PFIAB member John Foster to discuss Soviet ABM
developments; and with A/NIO/SP attended DARPA briefings
on high technology.

NIO/S&T (Julian Nall) arranged for several officers of the NIC,
OSWR, and OGI to attend a series of day-long briefings at DA?A: with
A-NIO/S&T and VC/NIC (Herbert Meyer), met with
of Georgetown University to discuss the effect

Seminar on Soviet Weapons Technology; and met with Mr. Badolato of DOE

Acting NIO/USSR attended separate meetings of the
NSC staff on preparations for the Summit and on public diplomacy;
discussed the upcoming visit of Soviet Foreign Minister Shevardnadze
with Mark Paris, Director of the State Department Office of Soviet
Affairs; and discussed US/Soviet relations with Jiri Valenta of the
Naval Post Graduate School.
Acting Assistant NIO/USSR attended a meeting of the
NSC Summit Planning Group, and an ACIS-sponsored arms control roundtable
on possible Soviet initiatives on the eve of the Summit.
IV. Future Activities
NIO/Counterterrorism/Narcotics (Charles Allen) will host the
16-17 September IICT-sponsored off-site semi-annual analysts conference;
will convene an 18 September meeting of Community training officials to
discuss funding requirements for the IICT-sponsored Community analyst
