DCI/DDCI-Assigned Tasks NIO/Africa (Fred Wettering), with C/AF/DO, prepared talking points for and briefed the DCI on USSR and the situation in South Africa prior to an NSC meeting; briefed the DCI on a State/AID proposal to deploy US military elements t W stern Sudan to distribute f amiane aid; NIO at Large (Hal Ford), with the assistance of the NIOs, prepared a draft NIC Threat Outlook for DCI and C/NIC review. NIO/Counterterrorism/Narcotics (Charles Allen) prepared talking points for the DCI/DDCI's use at an NSC meeting, chaired by the President, on the status of security at US nuclear weapons-related facilities in the US and abroad. Of Interest This Week NIO/Africa (Fred Wettering), with DI analysts, attended a Community mid-tour briefing for US Ambassador to Sudan Hume Horan; NIO at Large (Hal Ford) spoke to an OTE course on the NIC and producer-consumer relations; and with the assistance of OGI and OSWR officers, prepared certain materials for C/NIC concerning Soviet radio jamming. Acting NIO at Large (David Low) hosted an off-site conference on nuclear proliferation for representatives from the intelligence and policy communities; with VC/NIC (Herbert Meyer) and NIO/NESA (Graham Fuller), received a briefing from Gary Saymore of Lawrence Livermore National Laboratories; and met with Dr. Thomas Welch, Deputy Assistant to the Secretary of Defense for Chemical Warfare Matters, to discuss CW issues. NIO/Counterterrorism/Narcotics (Charles Allen) briefed ADM James Holloway, Director of the Vice President's Task Force on Counterterrorism, on counterterrorism issues; at the request of OGC, prepared comments on draft House of Representatives anti-terrorism legislation; met with the Director of the ICS Program and Budget staff to discuss potential R&D funding enhancements for counterterrorism activites; briefed prospective CINCEUR Director for Operations (J3), RADII James F. Cueroni, USCG, to attend a planning session for a drug interdiction operation and to discuss with Admiral Cueroni issues related to long-term NNBIS requirements for intelligence support; with officials of the DEA intelligence office, briefed the SSCI on the international drug trafficking threat and Community capabilities to support policy and law enforcement agencies; with OLL officers, met with Senator Chiles to brief him on the drug trafficking threat from Latin America-- particularly cocaine--and prospects for controlling the drug flow into the US from abroad. NIO/East Asia (Carl Ford) received a briefing from DIA on political prisoners in Vietnam; briefed Senate staffers on East Asian matters; met with staff member Gaston Sigur to discuss Asian issues; and met with Assistant Deputy Director of DIA for Collection Management. Assistant NIO/Economics with NIO/LA (Robert Vickers), attended an NSC staff meeting to raft a revised set of talking points for Treasury Secretary Baker's trip to Peru for the inauguration of Alan Garcia. NIO/Europe (Col. George Kolt), with A/NIO/EUR met with Ambassador to Czechoslovakia Luers Assistant NIO/Europe attended a briefing for the Ambassador-Designate to East Germany; briefed William Rau, Consul- General-Designate/Istanbul; participated in a briefing for the DCM/Bucharest; and prepared a memorandum for C/NIC on the draft Malta policy study. NIO/FDIA (H. F. Hutchinson, Jr.) with C/CI Staff and the Special Counsel/DO, met with DoD representatives on special projects; and with representatives of FBI, State, OGI, and SOYA, briefed Senator Pressler, Chairman of the European Subcommittee of the Senate Foreign Relations Committee, on Soviet active measures. C/FDIA Staff briefed the Undersecretary of the Air Force for Space Systems on a ovie intelligence-threat issue. NIO/Latin America (Robert Vickers) attended a DoD briefing by the Central American Joint Intelligence Task Force; and participated in a military exercise at the Naval War College. Assistant NIO/Latin America attended a meeting of the Interagency Caribbean Steering Group chaired by Admiral Burkhalter at the ICS. NIO/NESA (Graham Fuller) met with the US Ambassador to Algeria; conferred with a Baltimore Hebrew College scholar on Soviet/Middle East activities; conferred with a CSIS scholar on the Arabian Peninsula; and met with a Rand Corporation scholar on the Northern Tier countries. NIO/USSR (Fritz Ermarth) discussed Soviet relations with Dr. Fred Ikle, Undersecretary of Defense for Policy. NIO/Warning (John Bird) discussed the role of the NIC at the OTE Seminar on Producer-Consumer Relations. Assistant NIO/Warning participated in Global War Games '85 at the Naval War College.
