2. UNHCR REGIONAL DELEGATE FOR ZAIRE, ABDUU ESSAIED,
CALLED ON THE AMBASSADOR DECEMBER 20, PROVIDING US THE
OPPORTUNITY TO OBTAIN AN UPDATE ON THE REFUGEE SITUATION
IN ZAIRE AND SEVERAL NEIGI-BORING'COUNTRIES.
3. ANGOLAN REFUGEES IN SHABA. ESSAIED, WHO HAS JUST RE-
TURNED FROM SHABA. SAID UNHCR NOW ESTIMATES THAT THE NUM-
BER OF ANGOLAN REFUGEES IN THE REGION HAS INCREASED TO
36,000 - 40,000, WITH 15O TO 200 NEW REFUGEES ARRIVING
EACH WEEK. THE REFUGEE FOOD SITUATION IS SERIOUS. BUT
IMPROVING. THE WORLD FOOD PROGRAM HAS AGREED TO ASSIST.
WITH FOOD SHIPMENTS TO BEGIN ARRIVING IN MARCH OF 1985.
IN RESPONSE TO THE GROWING NUMBER OF REFUGEES IN SHABA,
THE UNHCR HAS DECIDED TO UPGRADE ITS REPRESENTATION IN
THE REGION, AND TO INCREASt ITS BUDGET FOR SHABA FROM USD
800.000 IN 1984 TO USD 3 MILLION IN 1985. ESSAIED IS
CONCERNED ABOUT A STATEMENT MADE LAST WEEK TO THE LOCAL
UNHCR REPRESENTATIVE BY SHABA VICE-GOVERNOR MBALANGA TO
THE EFFECT THAT ZAIRE HAS DECIDED NOT TO ACCEPT ANY MORE
REFUGEES FROM ANGOLA. ESSAIED IS CHECKING WITH GOZ
OFFICIALS IN KINSHASA TO DETERMINE WHETHER THIS STATEMENT
REFLECTS NATIONAL POLICY, OR REGIONAL THINKING. ESSAIED
HOPES TO TRAVEL TO SHABA SOON TO CLARIFY THIS MATTER.

1. SUMMARY.- THE FLOW OF SAHELIAN REFUGEES INTO SOUTHERN
ALGERIA HAS INCREASED AND ALGERIAN AUTHORITIES NOW PLACE THE
NUMBER AT 18-20.000. GOA AGENCIES HAVE PROVIDED EMERGENCY
CARE BUT THE RED CRESCENT RECENTLY INQUIRED ABOUT POSSIBLE
INTERNATIONAL ASSISTANCE FOR THE REFUGEES. END SUMMARY.
2. THE FLOW OF REFUGEES INTO ALGERIA FROM THE DROUGHT-
AFFECTED COUNTRIES TO THE SOUTH SEEMS TO BE INCREASING.
A FEATURE ARTICLE IN THE ALGIERS DAILY "EL MOUDJAHID " RECENTLY
DESCRIBED THE SITUATION AT IN GUEZZAM, A VILLAGE NEAR THE
NIGER-ALGERIAN BORDER. ACCORDING TO THIS ACCOUNT, 3,650
REFUGEES, MAINLY FROM MALI AND NIGER, ARE NOW
INSTALLED THERE AND A COMMITTEE OF LOCAL AUTHORITIES
HAS BEEN ORGANIZED TO OVERSEE RELIEF OPERATIONS. AS OF
ID-NOVEMBER 150 TENTS AND FOOD HAD BEEN SUPPLIED.
ONE MEMBER OF THE LOCAL COMMITTEE IS TRYING TO ASSIST
THE REFUGEES TO GROW SOME OF THEIR OWN FOOD, AS WATER
IS AVAILABLE.
3. TWO DOCTORS AND FIVE";ASSISTANTS ARE AT IN GUEZZAM
AND SEE 70-100 PATIENTS DAILY. MANY OF THE CHILODREN
ARE SUFFERING FROM SUCH DISEASES AS TRACHOMA, CON-
JUNCTIVITIES AND GASTRO-ENTERITIS; MEDICINES ARE
REPORTEDLY IN SHORT SUPPLY.
4. IN RECENT CONVERSATIONS'WITH THE AMBASSADOR AND
ECONOMIC OFFICER, THE ACTING UNDP RESIDENT REPRESEN-
TATIVE AND WORLD FOOD PROGRAM (WFP) CHIEF REPORTED
THAT THE HEAD OF THE ALGERIAN RED CRESCENT HAS
ASKED HOW TO GO ABOUT OFFICIALLY REQUESTING U.N.
ASSISTANCE. ACCORDING TO THE RED CRESCENT OFFICIAL,
THE NUMBER OF SAHELIAN REFUGEES AT SEVERAL CENTERS
IN SOUTHERN ALGERIA HAS CLIMBED TO 18-20,000. (THE
MEDIA HAS ALSO REPORTED THE EXISTENCE OF REFUGEE
CAMPS AT TIN ZAOUATINE AND TIMIAOUINE NEAR THE MALI
BORDER.) EVIDENTLY, THE COST OF CARING FOR THE
REFUGEE INFLUX OVER 2.000 KILOMETERS FROM NORTHERN

1. INTRODUCTION: THIS, CABLE SUPPLEMENTS KHARTOUM 16246
WHICH RESPONDED TO OUES1I'ONS RAISED IN STATE 376933.
INFORMATION CONTAINED IN THIS CABLE WAS OBTAINED BY DCM
SHINN DURING A VISIT TO THE KASSALA AREA DECEMBER 23-25
WHILE ACCOMPANYING CODEL KENNEDY. IT REPRESENTS A DIS-
TILLATION OF INFORMATION OBTAINED FROM MANY SOURCES,
INCLUDING SUDANESE COMMISSION OF REFUGEE OFFICIALS,
SUDANESE EASTERN REGION OFFICIALS, UNHCR PERSONNEL, AND
VOLUNTARY ORGANIZATIONS STAFF. THE INFORMATION IS BASED
ON VISITS TO THE TEKL EL BAAB AD HOC RECEPTION SITE AND
THE WAD SHARIFFE RESETTLEMENT CENTER. SOME OF THE PER-
SONS MET BY DCM CAMETO KASSALA FROM THE GEDAREF AREA;
HENCE, THERE IS SOME INFORMATION ON SETTLEMENT SITES
NEAR GEDAREF.
2. CAVEAT: TWO INTENSIVE DAYS OF TRAVELING IN THE KASSALA
AREA MAKE ONE POINT COMPLETELY CLEAR. VIRTUALLY ANY
STATISTIC IS UNRELIABLE. FOR ANY GIVEN QUESTION WHICH

2. SUMMARY: EMBOFFS VISITED TOWNS OF MOYENNE SIDO AND KABO
DEC. 21 FOR FIRST HAND ASSESSMENT OF REFUGEE SITUATION.
WE FOUND THAT OBTAINING EVEN ROUGH ESTIMATES OF REFUGEES
VERY DIFFICULT AND SUBJECT TO WIDE ERROR BUT CONCLUDED
THAT CONCENTRATION IN MOYENNE SIDO AREA LESS THAN THE
20.000 PREVIOUSLY REPORTED. NEVERTHELESS, HEALTH AND LIVING
CONDITIONS ARE PRECARIOUS AS FOOD AND WATER ARE IN INCREAS-
INGLY SHORT SUPPLY AND REFUGEE WORKERS AT THE SCENE FEAR
SERIOUS HEALTH PROBLEMS COULD ERUPT SHORTLY. ACCORDING TO
"MEDECINS SANS FRONTIERS," MEASLES AND CHOLERA ARE SERIOUS
EPIDEMIC THREATS DUE TO'WEAKENED PHYSICAL CONDITION OF
REFUGEES. SECURITY SITUATION REMAINS CALM BUT TENSE AS SOME
REFUGEES ARE RETURNING TEMPORARILY TO CHAD AT NIGHT TO
HARVEST CROPS. WE REMAIN STRONGLY OF VIEW THAT REFUGEES
SHOULD BE MOVED AS SOON AS POSSIBLE AWAY FROM BORDER AREAS.
DESPITE OUR VIEW THAT CURRENT REFUGEE ESTIMATES OF 40.000
OVERSTATE THE TRUE NUMBER OF REFUGEES, WE RECOMMEND THAT
THE DEPARTMENT SUPPORT UNHCR'S EMERGENCY REQUEST FOR ADDI-
TIONAL ASSISTANCE WHICH WILL FACILITATE EVACUATION
LOGISTICS AND PERHAPS AVOID FURTHER PROBLEMS. END SUMMARY.
3. PROFITING FROM IN-COUNTRY PRESENCE OF KINSHASA-BASED
ZAMISH OFFICERS HERE ON SECURITY ASSISTANCE VISIT. DCM
AND POLOFF WERE ABLE TO CONDUCT A ONE DAY VISIT DEC. 21
TO THE REFUGEE AREAS OF KABO AND MOYENNE SIDO IN ZAMISH
C-12 AIRCRAFT. FLYING TO BATANGAFO. WE PROCEEDED OVER-
LAND ON THE BATANGAFO-KABO-MOYENNE SIDO ROAD UP TO THE
CAR-CHADIAN BORDER. WE WERE ACCOMPANIED BY LOCAL UNHCR

THE COMMISSIONER CONCURRED AND INFORMED THE AMBASSADOR
THAT A SURVEY METHODOLOGY WAS BEING DEVELOPED IN
COOPERATION WITH UNHCR. WITH REGARD TO BIHIN TRANSIT
CAMP, MR. TARRAH STATED THE ONLY SOLUTION TO THE
PROBLEMS EXPERIENCED THERE WAS TO IMPROVE THE HEALTH
AND SANITATION FACILITIES IN THE CAMP AND THAT NO
RESIDENTS COULD BE RELOCATED TO OTHER CAMPS. IN
TARRAH'S VIEW ETHIOPIA IS DELIBERATELY PUSHING PEOPLE
OVER THE BORDER IN ORDE1t TO PLACE THE BURDEN OF CARING
FOR THEM ON SOMALIA. THE GSDR, HE CONCLUDED. IS UNABLE
TO ACCOMMODATE ANY FURTHER INFLUX OF REFUGEES AND HE
WOULD RECOMMEND A CHANGE IN GOVERNMENT POLICY WITH
AN UNSPECIFIED MEANS FOR ITS IMPLEMENTATION. END
SUMMARY.
3. ON DECEMBER 19. AMBASSADOR BRIDGES PAID A
COURTESY VISIT TO MR. TARRAH, EXTRAORDINARY COM-
MISSIONER OF THE NATIONAL REFUGEE COMMISSION.
ALSO IN ATTENDANCE WERE MR. DUBED OF THE NRC,
DCM AND REFCOORD ASSISTANT. THE AMBASSADOR
GREETED MR. TARRAH BY DESCRIBING HIS CLOSE RE-
LATIONSHIP WITH AMBASSADOR OAKLEY AND OTHER
STATE DEPARTMENT PERSONNEL WITH WHOM MR. TARRAH
HAS WORKED IN THE PAST, AND HIS PERSONAL INTEREST
IN BECOMING FAMILIAR WITH THE SOMALI REFUGEE
PROGRAM.

2. THE DELEGATION ARRIVED IN EL OBEID AT 1530 HRS ON
25 DECEMBER. IT WAS WELCOMED BY THE KORDOFAN GOVERNOR
AND THE KEY PEOPLE INVOLVED WITH THE EMERGENCY FOOD
DISTRIBUTION PROGRAM. THE DELEGATION PROCEEDED IMMEDIATELY
TO THE MAASKAR EL GHABA CAM?. A CAMP FOR NOTHERN KORDOFAN
DROUGHT VICTIMS LOCATED ON THE OUTSKIRTS OF EL OBEID. THE
CAMP DIRECTOR PROVIDED AN INTRODUCTORY BRIEFING
DESCRIBING THE CAMP'S PROGRAM: PROVISION OF FOODSTUFFS
(SORGHUM FLOUR, OIL. AND ONIONS) TO CAMP RESIDENTS. THE
TWICE DAILY CHILDREN'S SUPPLEMENTARY FEEDING: THE SPECIAL
PROVISIONS FOR A THIRD GAILY MEAL TO SEVERELY MALNOURISHED:
THE MEDICAL SERVICES: AND THE PROVISION OF WATER. THE CAMP
HAS 22.700 PEOPLE (FYI. ON NOVEMBER 22. THE CAMP HAD
13.000 PEOPLE. END FYI.). THERE HAVE BEEN 19 DEATHS IN THE
CAMP DUE TO ALL CAUSES SINCE ITS INCEPTION IN MID-OCTOBER
(AN ANNUAL RATE OF ABOUT 6,,7 PER THOUSAND). THE DELEGATION
REVIEWED THE CAMP FACILITIES. OBSERVED THE PREPARATION/

INSTITUTE OF ENVIRONMENTAL STUDIES PRESENTED A SLIDE
SHOW ABOUT DESERTIFICATION IN KORDOFAN AND HOW IT COULD
BE CONTROLLED. FOLLOWING THIS PRESENTATION THE DELEGATION
MET WITH THE CARE EXECUTIVE DIRECTOR (PHIL JOHNSON) AND
USAID REPRESENTATIVE (WITT) TO DISCUSS VILLAGE LEVEL

THE PVOS HANGS ON THE DECISION OF UNHCR. MISSION
REQUESTS GENEVA LOOK INTO PVO FUEL SITUATION AND
ARGUE THE CASE FOR UNHCR CONTINUED SUPPORT OF PVOS
OUTSIDE OF THEIR PROGRAM. END SUMMARY.
2. ON DECEMBER 26. THE ACTING ELU/CARE TEAM LEADER
CLEARY INFORMED THE EMBASSY THAT THERE WAS ONLY A TEN
TO FIFTEEN DAY SUPPLY OF FUEL IN SOMALIA TO SUPPORT
THE MOVEMENT OF FOOD AND WATER TO THE CAMPS. ALL
FUEL ALLOCATIONS FOR OTHER GSDR AND PVO OPERATIONS
HAVE BEEN CURTAILED UNTIL` A NEW SUPPLY IS DELIVERED
IN MID-JANUARY. THERE SEEMS TO BE TWO REASONS FOR
THE PRESENT SHORTAGE. EITHER ELU/CARE WAS LATE IN
REQUESTING THEIR ALLOTMENT. OR UNHCR WAITED TOO LONG
TO PLACE THE ORDER. WE DON'T HAVE ALL THE FACTS. SO
WE WILL NOT TRY TO GUESS WMIAT ACTUALLY HAPPENED.
3. OUR ASSESSMENT OF THE SITUATION IS THAT THERE WILL
BE NO MAJOR CRISIS IF THE NEW FUEL ALLOCATION ARRIVES
BY MID-JANUARY. ONLY MUCH INCONVENIENCE FOR THOSE
WHO WILL NOT BE PROVIDED FUEL DURING THE RATIONING
PERIOD. TO EASE THE PRESSURE. THE EMBASSY AGREED TO

CAMP POPULATION NOW CONTAINS ABOUT 22.000 INHABITANTS. DCM
WAS TOLD THAT DEATH RATE HAS FALLEN FROM A FIGURE OF APPROX-
IMATELY 130 PER DAY IN MID-NOVEMBER TO 32 PER DAY AS OF JANUARY
FOOD AND MEDICAL SUPPLIES ARE ADEQUATE. THE GENERAL HEALTH OF
THE CAMP INHABITANTS HAS IMPROVED TO SUCH A DEGREE THAT,RRC
PLANS TO MOVE THOSE WHO FALL WITHIN CERTAIN CRITERIA (I.E. LESS
THAN 40 YEARS OLD, IN GOOD HEALTH) TO RESETTLEMENT CAMPS IN
SOUTHERN ETHIOPIA. THIS RESETTLEMENT PROJECT IS DUE TO COMMENCE
LATE JAMJARY. AS THESE PERSONS LEAVE, THEIR PLACES WILL BE TAKEN
BY THE APPROXIMATELY 5-6000 PEOPLE WHO ARE CURRENTLY OUTSIDE OF
THE CAMP WAITING FOR ADMITTANCE AND OTHERS WHO ARE EXPECTED TO
ARRIVE. ETHIOPIAN RED CROSS AND RRC OFFICIALS EXPECT A CONTINUING,
BUT DECLINING INFLOW OF DROUGHT/FAMINE VICTIMS INTO BATI
RESULTING IN A FAIRLY STABILE POPULATION OF APPROXIMATELY 20.000
PEOPLE TOWARD THE END OF JANUARY.
4. MILE: MILE CAMP (LOCATED 10 KM SOUTH OF THE CITY AND INTO THE
DESERT) IS COMPOSED OF AFFARS. THE CAMP PRESENTLY IS PROVIDING
A MONTHLY DRY RATION TO APPROXIMATELY 4,000 PEOPLE OF WHICH
ONLY ABOUT THREE TO FOUR THOUSAND ARE ACTUALLY IN OR NEAR THE FEEDING
CENTER. THE CAMP IS NOT YET WELL ORGANIZED BECAUSE THE NOMADIC
AFFARS PREFER NOT TO BE CLOSE TO OR WITHIN THE CAMP; THIS CAUSES
ADMINISTRATIVE DIFFICULTIES. A SMALL, INTENSIVE FEEDING PROGRAM
FOR MOTHERS AND CHILDREN IS OPERATING UNDER THE ETHIOPIAN
RED CROSS BUT THE AFFARS ARE NOT TAKING FULL ADVANTAGE OF THE
