UNHCR REGIONAL DELEGATE FOR ZAIRE, ABDUU ESSAIED, CALLED ON THE AMBASSADOR DECEMBER 20, PROVIDING US THE OPPORTUNITY TO OBTAIN AN UPDATE ON THE REFUGEE SITUATION IN ZAIRE AND SEVERAL NEIGI-BORING'COUNTRIES. 3. ANGOLAN REFUGEES IN SHABA. ESSAIED, WHO HAS JUST RE- TURNED FROM SHABA. SAID UNHCR NOW ESTIMATES THAT THE NUM- BER OF ANGOLAN REFUGEES IN THE REGION HAS INCREASED TO 36,000 - 40,000, WITH 15O TO 200 NEW REFUGEES ARRIVING EACH WEEK. THE REFUGEE FOOD SITUATION IS SERIOUS. BUT IMPROVING. THE WORLD FOOD PROGRAM HAS AGREED TO ASSIST. WITH FOOD SHIPMENTS TO BEGIN ARRIVING IN MARCH OF 1985. IN RESPONSE TO THE GROWING NUMBER OF REFUGEES IN SHABA, THE UNHCR HAS DECIDED TO UPGRADE ITS REPRESENTATION IN THE REGION, AND TO INCREASt ITS BUDGET FOR SHABA FROM USD 800.000 IN 1984 TO USD 3 MILLION IN 1985. ESSAIED IS CONCERNED ABOUT A STATEMENT MADE LAST WEEK TO THE LOCAL UNHCR REPRESENTATIVE BY SHABA VICE-GOVERNOR MBALANGA TO THE EFFECT THAT ZAIRE HAS DECIDED NOT TO ACCEPT ANY MORE REFUGEES FROM ANGOLA. A FEATURE ARTICLE IN THE ALGIERS DAILY "EL MOUDJAHID " RECENTLY DESCRIBED THE SITUATION AT IN GUEZZAM, A VILLAGE NEAR THE NIGER-ALGERIAN BORDER. ACCORDING TO THIS ACCOUNT, 3,650 REFUGEES, MAINLY FROM MALI AND NIGER, ARE NOW INSTALLED THERE AND A COMMITTEE OF LOCAL AUTHORITIES HAS BEEN ORGANIZED TO OVERSEE RELIEF OPERATIONS. AS OF ID-NOVEMBER 150 TENTS AND FOOD HAD BEEN SUPPLIED. ONE MEMBER OF THE LOCAL COMMITTEE IS TRYING TO ASSIST THE REFUGEES TO GROW SOME OF THEIR OWN FOOD, AS WATER IS AVAILABLE. 3. TWO DOCTORS AND FIVE";ASSISTANTS ARE AT IN GUEZZAM AND SEE 70-100 PATIENTS DAILY. MANY OF THE CHILODREN ARE SUFFERING FROM SUCH DISEASES AS TRACHOMA, CON- JUNCTIVITIES AND GASTRO-ENTERITIS; MEDICINES ARE REPORTEDLY IN SHORT SUPPLY. 4. IN RECENT CONVERSATIONS'WITH THE AMBASSADOR AND ECONOMIC OFFICER, THE ACTING UNDP RESIDENT REPRESEN- TATIVE AND WORLD FOOD PROGRAM (WFP) CHIEF REPORTED THAT THE HEAD OF THE ALGERIAN RED CRESCENT HAS ASKED HOW TO GO ABOUT OFFICIALLY REQUESTING U.N. WE FOUND THAT OBTAINING EVEN ROUGH ESTIMATES OF REFUGEES VERY DIFFICULT AND SUBJECT TO WIDE ERROR BUT CONCLUDED THAT CONCENTRATION IN MOYENNE SIDO AREA LESS THAN THE 20.000 PREVIOUSLY REPORTED. NEVERTHELESS, HEALTH AND LIVING CONDITIONS ARE PRECARIOUS AS FOOD AND WATER ARE IN INCREAS- INGLY SHORT SUPPLY AND REFUGEE WORKERS AT THE SCENE FEAR SERIOUS HEALTH PROBLEMS COULD ERUPT SHORTLY. ACCORDING TO "MEDECINS SANS FRONTIERS," MEASLES AND CHOLERA ARE SERIOUS EPIDEMIC THREATS DUE TO'WEAKENED PHYSICAL CONDITION OF REFUGEES. SECURITY SITUATION REMAINS CALM BUT TENSE AS SOME REFUGEES ARE RETURNING TEMPORARILY TO CHAD AT NIGHT TO HARVEST CROPS. WE REMAIN STRONGLY OF VIEW THAT REFUGEES SHOULD BE MOVED AS SOON AS POSSIBLE AWAY FROM BORDER AREAS. DESPITE OUR VIEW THAT CURRENT REFUGEE ESTIMATES OF 40.000 OVERSTATE THE TRUE NUMBER OF REFUGEES, WE RECOMMEND THAT THE DEPARTMENT SUPPORT UNHCR'S EMERGENCY REQUEST FOR ADDI- TIONAL ASSISTANCE WHICH WILL FACILITATE EVACUATION LOGISTICS AND PERHAPS AVOID FURTHER PROBLEMS.
