DCI/DDCI-Assigned Tasks NIO/Africa (Frederick Wettering) briefed the DCI on developments in Sudan. NIO at Large (Hal Ford), with the assistance of the NIOs, prepared a draft DCI Worldwide Briefing for congressional committees, and met with the DCI to discuss the Briefing. Assistant NIO/Economics) (prepared background material for the DCI on the visit of Undersecretary of Commerce Lionel Olmer to Moscow for a meeting of the US/USSR Working Group on Trade. NIO/Europe (Col. George Kolt) prepared talking points on US/Spanish relations for the DCI's use at a meeting with Secretary Weinberger. Assistant NIO/Latin America) (prepared a Central American update for the DCI's use at meetings with Mr. McFarlane and Secretary Weinberger. NIO/Narcotics (Charles Allen) and A/NIO/Narcotics with officers of the DDO and DDI, met with the DOCI to discuss narcotics intelligence concerns of Dr. Carlton Turner, Director of the White House Office of Drug Abuse Policy. NIO/USSR (Fritz Ermarth) prepared talking points for the DCI on the cancellation of the Warsaw Pact Summit and Soviet leadership developments. Of Interest This Week Assistant NIO/AFI separately attended an IG on the NSDD: Food for Progress; a meeting at the State Department on upcoming US/Kenyan economic bilaterals; and a USAD/NOAA-chaired discussion on crop outlooks for Africa. NIO/Counterterrorism (David Whipple) organized Agency and Community briefings to introduce NIO/CT-designate Charles Allen. Mr. Whipple and Mr. Allen also attended a White House Operations Group Meeting with Mr. McFarlane, Ambassador Oakley, and senior officers of the State Department, NSA, DIA, Treasury, Justice, FBI, INS, and the Secret Service. Assistant NIO/East Asial (participated in a three- day political-military simulation) for officers of CIA, the State Department, ACDA, ISA, CINCPAC, and the military services. Assistant NIO/Economics met with Roger Robinson, the Senior NSC Director for International Economic Affairs, to discuss future topics for consideration by the SIG-IEP. NIO/Europe (Col. George Kolt) met with John Hawes, Deputy Director of the State Department Politico-Military Affairs Bureau; Richard Haas, Deputy Director of European Bureau Policy Planning; and Richard Combs, Director of the State Department East European office to discuss the estimates program and current European issues. Col. Kolt and NIO/USSR (Fritz Ermarth) also participated in a CSIS and ATLANTIK-BRUECKE co- sponsored conference on US and West German policies toward the USSR. Acting NIO/GPF, land NIO/Europe (Col. George Kolt) attended an IG on Military Access Review for discussions on agreements to be reviewed this year. The Director of the State Department Bureau of Politico-Military Affairs, Lt. Gen. Chain, will formally request intelligence support for negotiations with NI0/Latin America (Robert Vickers) met with NSC Staff member Constantine Menges to discuss recent developments in Latin America; met with D/OALA to discuss current requirements; and discussed NSSD 2-85: "Economic Development for Central America" with Acting NIO/Economics (David Low), A/NIO/LA and officers of the DDI. Assistant NIO/LA met with officers of OALA to discuss the Pope's scheduled visit to South America. NIO/NESA (Graham Fuller) met with the Deputy Assistant Secretary of State for South Asia to discuss US policy toward Pakistan and Afghanistan; attended a round-table discussion on the Afghan resistance with government officials and academics; discussed Soviet activities in the Middle East with an official of the State Department Policy Planning Office; and discussed the Middle East with a Brookings Institute specialist. Assistant NIO/NESA with representatives of DDI/NESA, met with an officer of DoD/ISA/NESA who recently visited Ira , the warfront, and attended an interagency meeting convened by the Deputy Assistant Secretary of Defense for Policy Analysis to review US programs in meeting the goals of NSSD-99: "US Strategy for the Near East and South Asia. 25X1 25X1 Sanitized Copy Approved for Release 2010/02/22 : CIA-RDP87-00462R000100110039-2 Sanitized Copy Approved for Release 2010/02/22 : CIA-RDP87-00462R000100110039-2 NIO/SP (Lawrence Gershwin), with D/OSWR, met with officers of the DOD Strategic Defense Initiative office to discuss intelligence support requirements. Assistant NIU/SP forwarded coordinated NIC and DDI comments on the 1985 draft of Soviet Military Power to the DoD. Assistant NI0/SP attended an off-site conference on dollar costing of Soviet defense efforts. NI0/S&T (Julian Nall) attended technical meetings at TRADOC, Ft. Monroe. NI0/USSR (Fritz Ermarth) discussed developments in arms control with Ambassadors Nitze and Matlock; with A/NI0/USSR was briefed on Soviet operations in Afghanistan by the ACSI/US Army; and attended a Face-to-Face Seminar led by Zbigniew Brzezinski on "A New Phase in East-West Relations." Assistant NI0/USSR viewed two cultural films on the Soviet Union and discussed US/Soviet relations with Phil Kaplan, Staff Director of the State Department Policy Planning Council. NI0/Warning (John Bird) met with General P. X. Kelly and BGen. Smith, Director of Intelligence for the USMC, to discuss warning objectives and issues; with A/NI0/W visited OIA to discuss the warning potential of Soviet nuclear weapons attended a briefing on Afghanistan by th ACSI/US Army; and attended an OGI seminar on Authoritrian Leadership conducted by the Brookings Institution. A/NI0/Warning Air Attache to Nicaragua. attended a debriefing of the US IV. Future Activities NI0/CT (Charles Allen) will attend a 24 January meeting of the Interagency Intelligence Committee on Terrorism (IICT) with David Whipple for discussions on implementing a new terrorism alert warning system within the Community.
