I. DCI/DDCI-Assigned Tasks
NIO at Large (Hal Ford) prepared the DCI's Worldwide Briefing for the
Senate Armed Services Committee; arranged for the sanitization and release
of an unclassified portion of that briefin to the Committee; and with
Acting NIO/GPF arranged for release of a
classified section o t e briefing to DIA.
National Intelligence Officers Fritz Ermarth (USSR), Graham Fuller
(NESA), Lawrence Gershwin (SP), David Low (at Large), George Montgomery
(GPF), Julian Nall (S&T), Robert Vickers (LA), and David Whipple (CT)
participated in the DCI's Worldwide Briefings of the Senate Armed Services
Committee.
Acting Assistant NIO/East Asial (coordinated
preparation of a memorandum on intelligence issues in the Pacific for the
DDCI.
Assistant NIO/Latin America) I prepared a Central
American update for the DCI's use at meetings with Mr. McFarlane and
Secretary Weinberger.
NIO/S&T (Julian Nall) attended a meeting with the DCI and Erich
Bloch, Director of the National Science Foundation.

Chernenko's illness and Soviet leadership developments for the DDCI.

NIO Africa (Frederick Wettering) and A/NIO/AF met
with the OGI Instability and Insurgency Center to
discuss likely troublespots in Africa in 1985, the growing incidence of
low-level insurgencies, and a possible IIM on the subject.
also attended a State-Department-chaired meeting on refugees in Africa,
and a meeting on Senegal chaired by Deputy Assistant Secretary of State
James bishop.
NIO/Counterterrorism (Charles Allen) attended introductory briefings
with selected officers of the DDI and DDO;
paid a courtesy call on the DDO and ADD ; and
assumed the Chairmanship of the Interagency Intelligence Committee on
Assistant NIO/Counterterrorism

economic issues, including preparations for King Fahd's visit to the US.

International Economic Policy which included a discussion by Dr. C. Fred

an IG-IEP on International Debt, chaired by Assistant Secretary of the
Treasury David Mulford; and with DD/OALA, attended a meeting chaired by
NSC staff member William Martin on the implementation of NSSD 2-85:
Economic Development for Central America.

NIO/Europe (Col. George Kolt) met with Ambassador Rentshler to
discuss the latter's view of the Maltese situation; with C/SOYA/Theater
Forces Branch, met with Ambassador Abshire to discuss possible briefings
for NATO Secretary-General Carrington; and chaired a meeting of the State
Department Inspection Team and DDI analysts to discuss reporting from US
Embassies in Spain and Portugal.
Assistant NIO/Europe with DDI/EURA Branch Chief
attended a working group scuss preparation of a paper
the NSC on "Next Steos with Poland"; attended an IG on Malta
and participated in discussions
with the State Department Inspection Team and DDI analysts on reporting
from Embassies in Rome, The Holy See, and Malta.
Assistant NIO/FDIA attended the CC&D Technical Review
Group quarterly meeting at the Naval Ocean Systems Center, San Diego;
discussed Denial and Deception-related matters with Air Force officers at
os Angeles and Sunnyvale Air Force Stations; and was
briefed on pertinent space-related activities by officials at Rockwell
International, Hughes Aircraft, and Lockheed Missiles and Space Company.
NIO/Narcotics (Charles Allen) and A/NIO/Narcotics met
with Dr. Carlton Turner, Director of the White House Office of Drug Abuse
Policy, with DDI and DDO officers, to discuss Dr. Turner's concerns
regarding the production of intelligence on narcotics and the Terms of
Reference for a forthcoming IIM on the international cocaine market.
NIO/NESA (Graham Fuller) met with a Carnegie Institute Israeli
specialist to discuss Arab/Israeli problems; met with an Army War College
specialist regarding the Persian Gulf; met with the NSC Director of Middle
East Affairs to discuss South Asia; attended an NSC meeting on US/Afghan
policy; and with A/NIO/NESA attended a NESA-sponsored
conference on Israel After the 1984 Election.
Assistant NIO/NESA attended a lecture on Soviet Policy in
the Middle East at the National War College.
NIO/SP (Lawrence Gershwin) met with D/INR, Morton Abramowitz; and met
with a member of the DCI's Nuclear Intelligence
Panel, to discuss Soviet ABM developments and Soviet perceptions of
nuclear effects.
Assistant NIO/SP and NIC/AG officer met
with officers of the Los Alamos National Laboratory to discuss new
research on nuclear winter.
