FOREWORD
Beginning with this handbook, the annual review of Communist military
and economic aid activities in less developed areas cif the l'rer3 World will be
issued by the Office of Economic Research, CIA. This review was previously
covered in the annual R-14 report series, Aid and Trade Aetiviti,.s ,)f Communist
Countries in Less Developed Areas of the Free World, prepared under the
aegis of the Subcommittee on International Trade and Ai;; of the Economic
Intelligence Committee, USIB. The subcommittee was abolished effective
I October 1974.
This handbook provides only statistical data on Communist military and
economic aid activities in the less developed countries of the Free World, It
serves as an annex to it detailed assessment of significant developments in
Communist-LDC military and economic aid relationships in 1974 that will be
issued tinder separate cover.
Statistics in this handbook update and superuede those in the previous R-14
series. For the first time, however, no Communist-LDC trade data are presented.
Such information is now issued separately. For example, Soviet-LDC trade was
covered in ER IR 74-29, Record Soviet-LDC Trade in 1973, November 1974,
Confidential. Data on trade of all Communist countries with L1)Cs in 1973 will
appear as it supplement to the monthly report on Communist Aid and Trade
Activities in Less Developed Countries issued in April.
In this handbook the term Communist countries refers to the USSR, the
Peoples Republic of China, and the following countries of Eastern Europe----
Bulgaria, Czechoslovakia, East Germany, Hungary, Poland, and Romania.
The term less developed countries of the Free World includes the following:
(1) all countries of Africa except the Republic of South Africa; (2) all countries
of East Asia except Hong Kong and Japan; (3) Malta, Portugal, and Spain in
Europe; (4) all countries in Latin America except Cuba; and (5) all countries in
the Near East and South Asia.
Thn term extension refers to a commitment to provide goods and services
either on deferred payment terms or as grants. Assistance is considered to have
been extended when accords are initialed and constitute a formal declaration of
intent. The term drawings refers to the delivery of goods or the use of services.
The figures in this handbook have been coordinated with the Bureau of
Intelligence and Research of the Department of State, the Defense Intelligence
Agency, and the Agency for International Development. Comments and queries
regarding this publication are welcomed. They may be directed to 25X1A9a
