Roberto Seeks Aid in Persian Gulf

Holden Roberto, president or the National
Front for the Liberation of Angola, is currently
on a fund-raising swing through the Persian Gulf,
The trip, which is expected to extend into next
week, will take him to Iran, Kuwait, Abu Dhabi,
and Saudi Arabia.
The National Front has probably been havirn;;
difficulty financing its political campaign in
Angola in preparation for national elections to be
,held prior to independence next November. It seems
unlikely, moreover, that Roberto will obtain vny
significant financial backing from Persian Gulf gov-
ernments. They do not appear eager to become involved
in the politics of Angola's troubled transition to
independence, which now rests on an uneasy alliance
of three rival liberation groups.

Ayida Appointed Secretary to FMG

General Gowcn has appointed Allison Ayida as
the new Secretary to the Federal Military Government and
as the head of Nigeria's large civil service. Ayid.a
will have direct a,'cess to General Gowon and will
play an important advisory role in she shaping of
government policy. Until recently, 'y.'.da was the
highest-ranking civil servant at the ministry of
finance. He has a reputation as a brilliant and
highly pragmatic economist.
Nigeria's military rulers probably look to
Ayida to take more forceful charge of the civil
service in order to ensure the success of a newly
launched five-year development plan. Gowon and the
officers
realize that one of
the keys
popular
support over the next
f,3w .;fears
ability
more effectively to
translate
wealth
into visible economic
progress.
Senior civil servants such as Ayid a strongly
support the continuance Df military rule, in'which
they have a vested interest. The military govern-
ment relies heavily on their technical expertise.
It has put few restraints on their efforts to central-
ize authority in federal hands and to exercise day-to-
day control of the government. Unlike the more politi-
cal cabinet heads, the permanent secretaries frequently
are invited to participate in meetings of the Supreme
Military Council and less formal decision-making sessions
with Gowon and his closest military advisers.
