WESTERN HEMISPHERE BRIEF 153-75?Y
1. CHILE: ACTION TAKEN BY THE CHILEAN GOVERNMENT OVER THE
PAST WEEK SUGGESTS THE MILITARY REGIME WILL DO LITTLE TO RELAX
ITS STANCE ON SECURITY OR ITS BAN ON POL..,.LCS, AT LEAST IN THE
NEAR FUTURE.
WHEN A DOZEN FORMER OFFICIALS OF THE A4. *'.ENDE ADMINISTRATION
WERE RELEASED ON SEPTEMBER 121 THE GOVF:iiiMENT SAID THAT SOME
CHARGES WERE STILL PENDING AGAINST THEM. MOU.' THE NAVY HAS BEGUN
PROCEEDINGS AGAINST SIX OF THESE INDIVIDUALS ON CHARGES OF
SUBVERSION, AND AGAINST LUIS CORVALAN, SECRETARY GENERAL OF THE
COMMUNIST PARTY.
IN A SEPARATE ACTION, THE MINISTRY OF INTERIOR ANNOUNCED THAT
THE CHRI *IAN DEMOCRATIC PARTY--CHILE'S LARGEST---WILL NOT BE
PERMITTED A VOICE IN RJNNING THE GOVERNMENT. THE ANNOUNCEMENT
CAME AFTER THE PUBLIC AIRING OF CORRESPONDENCE BETWEEN TWO PARTY
LEADERS THAT IN EFFECT REAFFIRMED THE PARTY'S DESIRE TO REACH AN
UNDERSTANDING WITH THE MILITAR!' GOVERNMENT F"R A RETURN TO
DEMOCRATIC RULE.

THE GOVERNMENT'S REACTION WAS A..CATEGORICAL REJECTION
OF A DIALOGUE WITH THE CHRISTIAN DEMOCRATS ON THIS BASIS. THE
GOVERNMENT'S STATEMENT FURTHERMORE RAISED THE THREAT OF
PUNISHMENT FOR ACTIVITY DEEMED CONTRARY TO THE TERMS OF THE
CONTINUING POLITICAL "RECESS."
ONE EFFECT OF THE GOVERNMENT'S STAND WILL BE TO COMPLICATE
PRESIDENT PINOCHET'S PROPOSAL TO FORM A "COUNCIL OF STATE,"
COMPOSED OF FORMER PRESIDENTS AND PROMINENT CHILEANS, TO ADVISE
THE GOVERNMENT. FORMER PRESIDENT FRET, THE MOST PROMINENT.
CHRISTIAN DEMOCRAT, WILL FIND IT DIFFICULT TO PARTICIPATE AFTER
HIS PARTY HAS BEEN BUFFETED SO STRONGLY.
INTERNALLY, THESE DEVELOPMENTS CHANGE LITTLE. INTERNATIONALLY,
THEY WILL. FUEL FOREIGN CRITICISM AT A TIME WHEN CHILE IS TRYING
TO IMPROVE ITS IMAGE- BELGIUM, WEST GERMANY, AND THE UK HAVE
PLANS TO SPONSOR A UN RESOLUTION CONDEMNING CHILE'S STAND

CHINA: FOR THE SECOND TIME IN THE PAST SIX MONTHS,
PEKING HAS RELEASED A LARGE GROUP''OF IMPRISONED
CHINESE NATIONALIST OFFICIALS IN A MOVE SEEMINGLY
DESIGNED TO SATISFY SEVERAL II"(PORTANT FOREIGN'POLICY
OBJECTIVES?Y
MOST IMPORTANT, THE RELEASE LAST WEEK OF NEARLY
150 "US-CHIANG SPECIAL AGENTS," CAPTURED ON THE MAIN-
LAND IN THE MID-19605, IS INTENDED TO CHARACTERIZE
PEKING AS MAGNANIMOUS AND SERJOUSLY INTERESTED IN
ATTEMPTS TO OPEN CONTACTS WITH THE NATIONALISTS ON
TAIWAN. BY ANNOUNCING THAT THE PRISONERS ARE FREE
TO GO TO TAIWAN IF THEY WISH, PEKING HAS AGAIN ISSUED
A TACIT INVITATION FOR OPENIN. aOME SORT OF DIALOGUE
WITH TAIPEI. THE MOVE IS ALSO A SIGNAL TO WASHINGTON
--AS PREPARATIONS ARE BEING MADE FOR PRESIDENT FORD'S
TRIP TO CHINA--THAT PEKING IS BEING "REASONABLE" ON
THE TAIWAN QUESTION.Y

TAIPEI WILL PROBABLY REJECT ANY FUTURE REQUESTS
FROM RELEASED "SPECIAL AGENTS"'TO VISIT TAIWAN, AS
IT.DID EARLIER THIS YEAR WHEN TEN''RELEASED "WAR
CRIMINALS" ASKED FOR PERMISSION TO VISIT RELATIVES
ON THE 'ISLAND. DESPITE THE ADVERSE PROPAGANDA,'ESPE-
CIALLY IN THE HONG KONG PRESS, THAT RESULTED FROM THE
COLD-SHOULDERING OF THESE TEN, NATIONALIST LEADERS
SEEM PERSUADED THAT ANY SUGGESTION THAT THEY ARE PRE-
PARED TO DEAL WITH PEKING WOULD CARRY GREAT RISKS.Y
TAIPEI WILL PROBABLY QE EN FOR EVEN ROUGHER PRESS
TREATMENT THIS TIME AROUND. THE CHINESE ANNOUNCED
MONDAY THAT PERMISSION HAD BEEN GIVEN TO 65 OF THE
RELEASED AGENTS TO RETURN TO TAIWAN. THIS MUCH
LARGER GROUP INCLUDES RELATIVELY YOUNGER MEN AND THEY
PRESUMABLY HAVE MANY RELATIVES LIVING ON TAIWAN. MORE-
