DISARMAMENT PROPOSAL FOR THE UNITED NATIONS GENERAL ASSEMBLY THIS
YEAR WILL TAKE THE FORM OF A DRAFT TREATY BANNING ALL TESTINL OF
NUCLEAR, WEAPONS. ONE 'ET PURPOSE OF TAE EXERCISE IS TO EMBARRASS
