It seems to me that what is asked for is largely an ONE job: a. The first piece on the nature of the threat should be no great problem, as we have taped it repeatedly in our estimates. I mould hope RE Staff could draw up an informal paper of 20 pages or so by end of first week in January. b. The second piece is really =whether the military regimes now popping up everywhere aren't really the best available alternative from the US point of view. DCI and Bissell took this approach in briefing the Draper group. 2. Because I am conscience-stricken at always being the one who has to pass on bad news like this, I will undertake, if ONE is in a real bind to do whatever final polishing and drafting might be necessary, but I hope you will be considerate of my own overworked state. I would also hope that the Board would at least informally consider the papers before we send them out. It was on my plea that Abe Lincoln included the paragraph saying that a coordinated estimate was not required. 3. I an asking Oct and DDP to provide whatever thoughts they have, and asking the latter to take the rap for the third paragraph from the end. R. W. The attached letter, which developed out of D011s and Dick Bissell's briefing of the Draper group, really asks for three things: a. A historical and predictive estimate of the "nature of the threat", which I've asked ONE to do. b. An analysis of whether our military aid programs are not indeed encouraging the trend toward military regimes and of whether this is 'good" or bad. I expect ONE and OCI to take a whack at this too. c. Some specific information and ideas bearing on what new apprpaches we might suggest for presenting the military aid program in such fashion as to offset the creation of a "militaristic image of the US." 2 The third it seems to me, is clearly in DDP's bailwick; hence, I would like to request an informal DDP paper on it by 23 January, for me to send to the Draper group. I would also appreciate by the same date any area ideas on item b above, which we will incorporate in the final draft. a/44;t-- / R. W.
