SUBJECT : Informal NSC Staff comments on Estimates
Program for Second Half, 1959
1. As has happened frequently in the past, NSC staff did
not have many major comments. The following comments were provided
via Mr. George Weber who usually handles this account.
2. With respect to timing of our estimates, they urged that
the Antarctica NIE be published in time for Planning Board and NSC
consideration in connection with their discussion of the US government
organization in this *field. Since Far East review is' now underway
we are urged to keep on schedule with the China paper and if possible
push it up a week. Since policy on Africa South of the Sahara will
be reviewed in the fall, it was suggested that we schedule our
Central, East, and South Africa NIE for September rather than October.
3. As for additional estimates, OCB will probably recommend
review of the 1954 policy on Finland. NSC staff again queries
whether an estimate could be undertaken but recognizes that this
is marginal. OCB is now considering the implications arising from
the oil sttikes in Libya and suggests that these will have some
major international and domestic repercussions which might merit
NIE treatment. State has already produced a good paper on this.
Weber further queried whether an NIE on Brazil wouldn't be worthwhile
(our last was in January 1957) instead of Peru, in view of the
alarming reports.
L. In addition it was suggested that we hold to a September
schedule on Cyprus and consider the situations in Spain and South
Korea for estimative treatment. These last were tentative individual
suggestions.
