SUBJECT : Timing of NIE on Central, East, and
South Africa
1. You will recall that the NSC Staff in commenting on our
new Estimates Program suggested that we reschedule the above CIE
for September rather than October. We now find that the latest
ESC Planning Board schedule calls for discussion of Africa South
of the Sahara to begin on 7 August.
2. I doubt that the Planning Board will actually finish
this paper before September and would be glad to suggest to them
that they postpone discussion somewhat to wait for our NIE.
However, I doubt that we could get them to postpone it until
27 October, which is the present USIB target for the NIE.
Shouldn't we try to jack this up at least to a 15 September
target date. I would be glad to ask the State policy planners
to jog IRA similarly if we could agree to shoot for such a date.
