NSC Action No. 2388 The National Security Council, the Acting Secretary of the Treasury, the Attorney General, the Secretary of Commerce, the Director, Bureau of the Budget, and the Chairman, Atomic Energy Commission, by Memorandum Action (NSC Action No. 2388) concurred in the NSC Planning Board recommendation to rescind the draft Executive Order adopted by the National Security Council by NSC Action No. 506 and approved by the President (Reference B) but not issued as an Executive Order. Memo for NSC from Executive Secretary, subject: "Regulations Establishing Minimum Standards for Security Clearance for Access to Classi- fied Information in the Executive Departments and Agencies of the United States Government", dated July 12, 1951-/~~ C. NSC Action No. 2215-c .~~ Pursuant to NSC Action No. 2215-c, the NSC Planning Board has reviewed the draft Executive Order on the subject which was adopted by the Na- tional Security Council (Reference A) and approved by the President (Reference B), but which was not issued as an Executive Order. The Planning Board has ascertained that the regulations contained in the draft Executive Order are clearly superseded by subsequent Executive Orders, and accordingly recommends that the draft Executive Order be rescinded. It is requested that each member of the National Security Council, the Secretary of the Treasury, the Attorney General, the Secretary of Com- merce, the Director, Bureau of the Budget, and the Chairman, Atomic Energy Commission, indicate his action with respect to the above rec- ommendation by completing and returning the enclosed memorandum form, if possible by or before Friday, December 23,,1960.* QiH,etit MARION W.
