Wayne Boring, Rae Hufstuttler, and I met with PFIAB's Strategic and Military Task Force chaired by Dr. John Foster, on 22 February, to discuss recent trends in Soviet military developments. Those present included Cherne, Flax, Foster, and Moorer. We discussed Soviet strategic force trends, drawing heavily on the NIE 11-3/8-81 then in draft. We also discussed in a general way Soviet conventional force developments. They were particularly interested in the Yellow Rain issue, and we referred them to the just-completed NIE for a coherent treatment of the evidence and judgments. The Foster task force was looking for areas they would recommend to the President for greater emphasis in intelligence efforts, but there were no obvious candidates as a result of this meeting. Joint Net Assessment Report 2. The Joint Net Assessment report (by DCI and Secretary of Defense) is being drafted, but progress has been slow. It had been anticipated that the report would follow shortly (1-2 months) after NIE 11-3/8-81 was completed (Volume I, the Key Judgments, was distributed several weeks ago; Volumes II and III will be distributed early this week). Andy Marshall and Harry Rowen met recently to discuss the report and plan the drafting of the concluding section containing the judgments. The other chapters are still in early draft form and leave a lot to be desired. 3. I believe it will take at least two more months to complete this report, and I do not expect it to be nearly as satisfying a product as this year's NIE 11-3/8.
