SUBJECT: DD/S$T Weekly Activities for 13 January 1984
Of Special Interest This Week
The State Department requested NPIC on 4 January to prepare briefing
boards of selected facilities and an accompanying map
board. This briefing package will be used by Richard T. Kennedy, Special
Ambassador for Nuclear Affairs, in a briefing for senior foreign officials.
He will be leaving the country on 12 January.
Briefing boards ofl larea indicating any type of
activity were prepared for the State Department on 6 January. These boards
were used by General Walters, the President's Ambassador at Large, to brief

NPIC participated in a meeting on 6 January with staff members from the
Senate Select Committee for Intelligence and from the Senate Foreign.
Relations Committee on the seven compliance papers being created for the
Congress by the Arms Control Disarmament Agency. The delegation from the
Intelligence Community was chaired by the Chief of the Arms Control
Intelligence Staff, who was the principal spokesman for the 25X1
group. The meeting at the Capitol lasted nearly four hours and served as the
forum for the staffers to acquaint themselves with the evidence bearing on
the respective compliance issues. Additional meetings will probably be held
until these issues are resolved.

? Responding to a request FBIS prepared a 25X1
report confirming that in recent months there have been more high-level
consultations between the USSR and Bulgaria than between the USSR and any
other East European bloc country. The report, prepared in consultation with
State/INR, was sent to American embassies in East Europe.

DCI/DDCI-Assigned Tasks
NESA prepared a typescript, Saudi Attitudes Toward US
Policy, for the DDCI for passing to Secretary of State Shultz.
NESA prepared daily sitreps on Lebanon and the Persian Gulf
for the DCI.
OGI completed a typescript memorandum entitled "Terrorist
Training Camps Around the World", as requested by the DCI.
OGI, along with DO/EUR, is preparing a DCI-requested review
OGI and SOVA provided talking points on the health of
Andropov for a DCI meeting with PFIAB.
Of Special Interest This Week
ACTS briefed NATO Ambassadors in Brussels on compliance
issues.
ACIS briefed House and Senate leadership on intelligence
relating to arms control compliance issues.
ALA debriefed Barry Sklar, Congressional staffer,
ALA briefed and debriefed US Ambassadors Bish (Barbados) and
Chapin (Guatemala) who are in Washington briefly from their
tours.
NESA prepared a typescript for Admiral Poindexter, NSC, on
terrorist threats against the US/MNF contingent (Lebanon).
NESA briefed the outgoing Treasury Attache to Saudi Arabia
on Persian Gulf developments. Charles Schotta, Deputy Assistant
Secretary for Arabian Peninsula Affairs, Treasury, also attended.

OEA met with Don Gregg, Assistant to the Vice President for
National Security, to discuss negotiating with Japan on bilateral
issues in Japan's post-election environment.
OEA briefed Richard McElheny, Commerce Assistant Secretary
for Trade Development, and Richard Hauser, Deputy Counsel to the
President, on the political and economic situations in Japan and
Korea.
OSWR briefed US Secret Service, Munitions Countermeasures,
at the White House on explosions, blast damage, and shaped charge
warhead effects. Discussions were held on potential terrorist
weapons and activities.
SOVA briefed the Special Assistant to the President for
Crisis Management.
Looking Ahead
EURA will host a conference of governmental and academic
experts on the subject of analyzing generational change.
OGI personnel, along with OSWR, will brief OSTP on Japanese
government programs to support the biotechnology industry and on
Japanese capabilities and prospects in the semiconductor and
-computer industries.

I. DCI/DDCI-Assigned Tasks
NIO/Economics (Maurice Ernst), with NIO/EA, attended a SIG-IEP for
discussions on international debt and a followup to the President's trip
to Japan.
II. Interagency Papers
A/NIO/NESA chaired coordination meetings for
Memoranda to Hol on Lebanon and Pakistan for
presentation at NFIB on 17 January.
NIO/at Large (David Low) coordinated a fast-track SNIE on the
Implications of New Soviet BCW Agent Development for consideration at
NFIB on 17 January; and met with OGI and SOVA representatives to discuss
a prospective SNIE on Soviet nonproliferation and nuclear export
policies.
NIO/Africa (Montgomery Rogers) chaired an interagency coordination
meeting for a SNIE on Angola prior to presentation at NFIB on
17 January; discussed a new SNIE on Hunger in Africa with the NSC Africa
officer; and discussed Terms of Reference for an Ethiopian Vulnerability
Assessment with A/NIO/AF,
NIO/EA coordinated an estimate on the Philippines for consideration
at NFIB on 17 January, and chaired a coordination meeting for an IIM on
the Implications of North Korean and Chinese Proposals Concerning the
Korean Peninsula.

NIO/GPF (MG Atkeson) chaired discussions between Agency analysts
and officers from the Office of Deputy Under Secretary of Defense
(Research and Engineering) Richard DeLauer on counter-air operations in
Europe in 1990. These discussions concerned Mr. DeLauer's request for a
SNIE on the Warsaw Pact Threat to NATO Airbases.
III. Of Special Interest This Week
NIO/Africa (Montgomery Rogers) discussed Angola and South Africa
with Chester Crocker, Assistant Secretary of State for African Affairs.
NIO/at Large (Hal Ford) represented the CIA at a special session of
the NSC International Broadcasting Committee devoted to US options in
response to disruptive electronic measures by Cuba against Radio Marti;
with ISA and SAGA, arranged for a one-day followup political-military
wargame on Nicaragua in February; and passed his files on terrorism to
the new NIO/Counterterrorism, David Whipple.
NIO/AL (David Low) and A/NIO/AL met with Richard
Eddy of the Lawrence Livermore Laboratory to discuss current
nonproliferation topics.
NIO/Counterterrorism (David Whipple) began duty with the NIC and
initiated a series of in-house and outside consultations prior to
recommending an immediate plan for action.
NIO/EA (David Gries) briefed the new CT class on NIC functions;
discussed China and Japan with a Rand consultant; attended a SIG-IEP on
Japan; and attended a meeting of the Japan working group.
NIO/Economics (Maurice Ernst) and D/OGI, attended a
joint meeting of the Energy Response Working roup and a International
Security Working Group at the OEOB.
A/NIO/GPFI ~ and NIC/AG, briefed a
working copy of NIE 11-6-84: Soviet Global i itary Reach to the
Military Intelligence Board, the Chief of Naval Operations' Strategic
Studies Group, and at CINCLANT in Norfolk, Virginia.
A/NIO/GPFI I and Community analysts met to discuss
a response to Assistant Secretary of Defense DeLauer's request for
information on Warsaw Pact munitions pre-stocks.
NIO/LA (John Horton) and C/LAD attended two restricted IG meetings
at the State Department for discussions on events in Central America;
attended the presentation of a paper on Cuban support to revolutionary
movements by Harvard, sponsored by the OGI
Insurgency a ; and, with A/NIO/LA, met with
Ambassador to Guatemala, Frederick Chapin.
A/NIO/LAI I chaired a meeting of NIC and ALA
analysts for officers oo ~ the Naval War College involved in creating a
war game on likely Cuban actions during a NATO/Warsaw Pact conflict, and

to discuss recent
developments in Grenada, Suriname, Belize, 1 Salvador, and Argentina.
NI0/Narcotics (David Gries) briefed a graduating CT class on
narcotics; met with Admiral Murphy to discuss support to the National
Narcotics Border Interdiction System; and briefed a Senate Staffer on
the use of Cuban waters and airspace for trafficking.
University of Maryland; met with Ambassador Isham of the ICS for
A/NI0/NESAI lattended an IG meeting at the State
Department on the Multi-National Force.
NI0/S&T (Dr. Julian Nall) and the Director of OSWR attended an
overview briefing of FBIS; with the Chairman of STAP, participated in a
briefing of NIE 11-12-83: Soviet Military Technology and Research and
Development for VAdm. Albert Baciocco, Director of Naval Research,
Development, Test and Evaluation, and RAdm. John Mooney, Chief of Naval
Research. Dr. Nall also met with McDonnell Douglas Corporate Vice
Presdient, USAF (Ret.), to discuss new areas of
technology in Command, Control, Communications, and Intelligence.
NI0/USSR-EE (Fritz Ermarth) discussed the possibi study of
Soviet cultural activities in selected countries with the
discussions on new forms of collection on Soviet discontent, and on the
integration of NIEs and HUMINT collection plans. Mr. Ermarth also
chaired seminars at SOVA on perceptions of Soviet policy and leadership.
A/NI0/USSR-EE met with f the
National Defense University's ra egic Concept and Development Center
to discuss the Center's Soviet and East European studies, including
followup work on NIE 12-11-83: The Military Reliability of the Soviet
Union's Warsaw Pact Allies.
IV. Future Activities
NI0/Economics (Maurice Ermst) will visit officials
discuss international financial issues.

NI0/USSR-EE (Fritz Ermarth) will brief the HUMINT Committee on
collection priorities for the USSR on 18 January.

Office of the Inspector General
The inspection report of the Office of Finance is now com-
plete and has been forwarded to the Executive Director and the
DDCI.
As a result of discussions during the annual Audit Staff
conference we are now in the process of 25X1
trying to develop an audit program which will allow us to con-
duct a systematic, limited audit review of some aspects of com-
pliance with Executive Order 12333.
Within the next few weeks, we intend to reinstitute the
practice of interviewing PCS returnees. This will enable us to
monitor the health and well-being of our overseas installations
and possibly pinpoint areas where OIG attention should be
focused.
It might be interesting to note that our Grievance and
Investigations Staff investigated 23 cases of alleged illegali-
ties and improprieties in 1983 compared to a like number of 23
cases in 1982. They also handled 36 grievance cases in 1983
compared with 27 in 1982. In 1983 we opened three EEO investi-
gations compared with two in 1982. We think these figures,
which are at quite low levels historically (for an Agency of
this size), suggest a reasonably happy work force.

The meeting we arranged for Bill Kucewicz of the Wall Street Journal with
Directorate of Intelligence analysts on the subject of Soviet R&D in
biological and genetic engineering went well. 2

We will be working with the director of the National Archives to assist
him in organizing a suitable ceremony when the some 300 boxes of OSS
operational files which have been held by Archives since 1980 are released to
the public. We envision the Archives ceremony will include the DCI, all
members of the SSCI and NPSCI, selected OSS veterans, and members of the media.
Publications Review Board
We have prepared a separate year-end report on the PRB which we will be
submitting to you, the DDCI and EXDIR. The volume of submissions and the
problems posed by ex-employees writing on intelligence-related matters keep
growing significantly.

Appearances and Presentations
We briefed the 20 students 25X1
from Hope College, Holland, Michigan. They were in Washington on their Honors
Semester Program. Four students expressed interest in Agency employment and
are in touch with OP's Recruitment Division.
