? FBIS assisted the Department of State, with the concurrence of CIA Public
Affairs, in assembling background materials for use in a discussion between
U.S. and visiting Soviet journalists to be hosted by of
NBC News. The discussion will focus on differences between Soviet and
Western handling of major news stories during 1983.
NPIC was tasked by the State Department to produce four briefing
packages. The requirements were as follows:

NESA prepared daily Sitreps on Lebanon and the Persian Gulf
for the DCI.
OEA prepared a brief for the DCI on the Korean military
balance.
SOVA prepared talking points for the DCI on Soviet military
activity in Asia and the Far East.
Of Special Interest This Week
ACIS briefed the US Senate, 52 members attended, on
intelligence relating to compliance issues.
EURA prepared talking points on the UK, West Germany, and
Luxembourg for Vice President Bush in preparation for his trip.
OGI briefed Federal Aviation Administration officials on the
psychology of political terrorists because of FAA concern about
airline hijackings at the 1984 summer Olympics.
NESA prepared a typescript at the request of Vice President
Bush on Syria's reaction to a unilateral Israeli withdrawal from
Lebanon.
NESA officers participated in war games at the Naval War
College in Newport, R.I.

Keyworth about the prospects for Soviet space-based laser
weapons.
SOVA briefed Admiral Howe, Director/PM, Department of State,
on MBFR data and verification issues.
Looking Ahead
EURA analysts will brief the Vice President in preparation
for his trip to Western Europe.
NESA officers will visit four university campuses to discuss
external research opportunities, conferences, and other matters
of mutual interest.
OGI will brief DOE Assistant Secretary Merklein on OGI's
work on petroleum system vulnerabilities.
OSWR officers will visit the Navy Space Command, Dahlgren,
Virginia, to discuss the Soviet space program.

General Purpose Forces in the Far East.

the Concept Paper and Terms of Reference of an IIA on food problems in
Africa.

prepared DCI replies to Radio Marti-connected taskings from A mira John

NIO at Large (David Low), with NIO/NESA and others, briefed the
House Foreign Affairs Subcommittee on Asian and Pacific affairs on
developments in the region; with NI0/CT and NI0/Warning, met with DOE
Deputy Assistant Secretary for Intelligence Charles Boykin and other DOE
representatives to discuss nuclear terrorism and related issues; and
attended a meeting of the DCI CBW Toxin Use Working Group.
NI0/Counterterrorism (David Whipple) spoke at a State Department
conference of security representatives of the "Summit 7"; attended a
"mini-IG" on terrorism chaired by Ambassador Sayre and the NSC
representative for discussions of a draft NSDD on combatting terrorism,
and briefed the results of the meeting to the DCI, DDCI, DDO, NSA, and
the IC Staff; joined the NIO/Warning and NIO at Large (David Low) for
discussions with DOE Deputy Assistant Secretary for Intelligence Charles
Boykin; was briefed by the DDS&T, OSO, and the DDS&T Priority
Exploitation Group on actual and potential contributions for
counterterrorist activity; maintained coordination with NSA on
installation and initial implementation of the DCI Terrorist Analyst
Network, and met with the IC Staff for discussions on formulating
guidelines for the NIO/CT's management of the Network.
NIO/EA (David Gries) briefed the House Foreign Affairs Subcommittee
for East Asia and Pacific Affairs on events in Japan and China
NIO/Economics (Maurice Ernst) attended an international energy
seminar at the Johns Hopkins Foreign Policy Institute's School of
Advanced International Studies; wit OGI, attended a SIG-
IEP on extraterritoriality, the international debt, and the World Bank;
with A/NIO/Economics participated in a meeting of the
Stockpile Steering Group in connection with the NSC Stockpile Goals
Study; and was visited by
NIO/GPF (MG Ted Atkeson) met with Ambassador David Abshire to
discuss NATO conventional defense capabilities and was asked by
Ambassador Abshire to visit Brussels to speak with other Chiefs of
Mission on the Soviet conventional threat. MG Atkeson also prepared an

of Mission, Mexico; attended a meeting of the Central American Study
Group at the Council on Foreign Relations in New York for discussions on
the findings and recommendations of the Kissinger Commission Report; and

NIC/AG and a DDI officer, participated in a war game at the Naval War
College.

officers, briefed Carlton Turner, Director of the White House Drug Abuse
Policy Office, on illicit narcotics activities in European countries;
and briefed Senator Wilson on narcotics activities in Latin American
countries to be visited by the Senator.
NIO/NESA (Graham Fuller) briefed the House Foreign Affairs
Subcommittee on Asian and Pacific Affairs on developments in Bangladesh;
spoke before the Defense Intelligence College;
NIO/SP (Dr. Lawrence Gershwin) briefed the Strategic Employment
Concepts Working Group of the Department of Defense, chaired by Leon
Sloss and including Sy Weiss, Pat Parker, and Bill Van Cleave, on Soviet
strategic offensive force developments; briefed the staff of the HPSCI
on Soviet ballistic missile defenses; and, with the DDI, prepared
briefings on Soviet ballistic missile defense for State-DoD-CIA briefing
teams that will visit various foreign capitals to discuss the US
Strategic Defense Initiative. The briefings will be given by DDI
analysts.
NIO/S&T (Dr. Julian Nall) met with Dr. George Keyworth, Director of
the Office of Science and Technology Policy, to discuss possible Soviet
technological responses to the "Star Wars" initiative; was briefed by
the Director of Army Research on Army R&D and possible Soviet responses;
and with the Director of OSWR and the Chief_ OGI Civil Technology and
Industry Division, met with
to discuss his views of Soviet semi-conductor
and computer technology.
NIO/USSR-EE (Fritz Ermarth) chaired a meeting of Agency analysts to
examine the Soviet leadership and its impact on Soviet policy toward the

Committee, Ambassador Isham, to discuss warning initiatives that impact

SUBJECT: Weekly Report for Period Ending 10 February 1984
1. On Tuesday, 7 February, John Stein, Deputy Director for Operations,
will appear before a joint hearing held by Subcommittees of the House Post
Office and Civil Service and Judiciary Committees. The subject of this
closed session hearing is the effect of unauthorized disclosures of
intelligence information on U.S. national security.
2. On Wednesday, 8 February, at 9:00 a.m. you are scheduled to
appear before the Legislation Subcommittee of the House Permanent Select
Committee on Intelligence to testify at a public hearing on our FOIA
legislation. All other witnesses testifying on this legislation.are
scheduled to appear on the same day following you.
3. Our office worked closely with representatives of the Department
of Justice and the Senate Select Committee on Intelligence (SSCI) to
ensure that Agency equities were fully protected from the recent efforts
of Senators Metzenbaum (D., OH) and Bumpers (D., AK) to prohibit the
recording of telephone conversations by federal officers and employees.
An obvious response to the press accounts of the telephone recording
practices of USIA Director Wick, the Metzenbaun Amendment sought to
amend federal criminal law to prohibit. similar practices. Because the
Metzenbaun Amendment was an ill-conceived and hastily-executed legislative
solution affecting a complex area of federal criminal law, the amendment
generated bipartisan opposition and was voted down on Thursday,
2 February, by a vote of 41-51. As a safeguard, however, our office
had provided the SSCI with substitute language that would have protected
intelligence equities should the Amendment have succeeded.

On Monday the Director hosted a breakfast for reporters who cover
intelligence matters for the New York Times, Washington Post, Wall Street
Journal, Washington Times, Los Angeles Times, Associated Press, an nited
Press International.
In response to their request, on Monday the DCI also hosted a lunch for
Washinaton Post Publisher Donald Graham and Editor of the Editorial Page
At their request I met on Thursday with Wall Street Journal reporters
who is just back from a tour with
the Journal's London Bureau, will be covering the Washington diplomatic scene
and t gency. has moved to coverage of the Pentagon but will still be
calling here.
Former DCI Turner will appear on CBS Morning News on Mo day, 6 February,
opposit and acknowledged homosexual who is suing for
reinstatement of clearances. Turner called PAO for guidance and was advised
not to comment on the case in litigation. We gave him our statement of policy
on sexual conduct and discussed the issue at length. He is supportive of CIA
policy and wants to defend it, despite our warning that he is walking through
a minefield.

The Agency has just received a FOIA request for all prepublication review
documents on Paul Henze's new book, The Plot to Kill the Pope. This follows
other recent similar assaults on the R process, one of which is in
