Weekly Report
Directorate of Administration
- The Office of Information Services advises that the two CIA Watergate documents
from the "Ervin file" at the University of North Carolina, which the National Archives
asked to be declassified, are presently being reviewed by the Deputy General Counsel.
There was no record that these DCI memoranda of 1972 were declassified.
The electricians have completed upgrading lighting for the gymnasium, Room BE48,
and the hallway in the Headquarters Building for the Office of Medical Services.
- The SAFE Training Plan contractor, MITRE, delivered the final draft of the SAFE
Training Plan to the Consolidated SAFE Project Office on 15 February. Copies of this
draft are being distributed to appropriate offices in CIA and DIA for review and
comment.
- A member of the Safety Staff departed on 13 February to conduct comprehensive
safety and health surveys of five stations and two bases

- Alerted to a report that Yuriy Andropov's son had returned suddenly to Moscow, FBIS
London Bureau and the BBC initiated a close watch of Soviet media on 9 February.
Bureau reports on Soviet media behavior continued into 10 February when at 0615 EST
the Bureau reported that all monitored Soviet radios were simultaneously broadcasting
classical music. The subsequent announcement of Andropov's death, carried first by
TASS at 0626 EST
Directorate of Intelligence
- NESA prepared talking points on Lebanon for the DDCI for an SSG meeting.
- OGI prepared a scope statement and outline for a paper requested by the DDCI on
national security implications of foreign investment in U.S. industries.
- OSWR prepared a technology transfer loss speech for the DDCI's presentation this
week at the National Academy of Science's seminar on the justification for U.S. export
controls on technology.
ALA briefed Senator Mattingly on Central America.
ALA prepared a typescript memorandum on the situation in Jamaica for Secretary of
State Shultz.
OGI prepared a short assessment of the terrorist threat to U.S. interests in France for
the Commander, EURCOM.

National Intelligence Council
- A/NIO/L prepared and disseminated an Interagency Intelligence 25X1
Assessment on the Cuban military presence in Nicaragua for the DCI.
NIO/WE (Milton Kovner) chaired an NFIB Representatives coordination meeting to
validate the Terms of Reference of NIE 28.2-84: NATO and Nordic Security.
NIO/At Large (Hal Ford) represented the CIA in a meeting of the NSC International
Broadcasting Committee; discussed sensitive issues concerning Radio Marti with
Walter Raymond, John Lenczowski, Richard Stilwell, and Ambassador Gary Hilman;
and also discussed the issue with John Stein.
A/NIO/At Large was appointed chairman of a subgroup of the CIPC 25X1
to study methods of improving Community CBW intelligence capabilities.
NIO/Counterterrorism (David Whipple) briefed the initial class of the Executive
Development Core Course on the role of NIOs; attended a DoD Counterterrorist Group
Meeting with Ambassador Myles Green, the Chairman of the ICS Terrorism Workin
Group; discussed long-range counterterrorism planning at a meeting of DDO, 25X1
officers and representatives of the E ' Planning Group; and discussed
detailed operational exploitation with NSA. 25X1
NIO/Counterterrorism (David Whipple) will become Chairman of the Interagency
Intelligence Committee on Terrorism (IICT) at a meeting of the group on 23 February.

The SSCI and HPSCI FY-85 budget hearings begin next week. HPSCI DCI Overview is
scheduled for Thursday, 23 February, from 0930 to 1200; and the SSCI is scheduled for
Thursday, 23 February, from 1400 to 1700. Schedules have not been received for the
appropriations hearings.
Office of Legislative Liaison
- On Wednesday, 22 February, the Director of Security and the Deputy Chief of the
Polygraph Division will testify in closed session before the SSCI concerning the CIA's
polygraph program. DoD and NSA will also testify concerning their respective
programs. The SSCI-requested this testimony to aid in their "evaluation of the proposed
expansion of the polygraph program within the DoD.

present DCI overview of the FY-85 NFIP.
Public Affairs Office
- The scheduled "off-the-record" meeting with ook place here on
Monday, 13 February. PAO gave her an opportunity to present her views whit she
clearly appreciated and took advantage of for some two
the Agency was not attempting to prejudge the outcome
which was her main concern. While nothing said was new
PAO did not tell her that), D/PAO t in s e meeting was useful in bringing
about a more cordial. relationship between her and the Agency, which was its purpose.
PAO approved Senator Huddleston's request that his office be permitted to film him in
front of the Agency. For cover and disruption reasons, D/PAO has asked that it be
done on a Saturday afternoon or Sunday.

On Tuesday, 14 February, the PRB completed its review of the extracts from ~Ji,C yJ
Congressman Whitehurst's diary which he plans to include in a book. There were
numerous deletions, which were made to protect intelligence sources. OLL will advise '
Mr. Whitehurst.
There is great support among the nine-year olds for the Agency. PAO received a letter
from a group of young lads in Kansas who want to start a CIA fan club and asked if we
could supply the T-shirts. Patriotic boy scouts have also offered to help us fight
terrorists as long as we don't tell their mothers they have written us. Their sense of
security is already well developed!

1. Progress reports on tasks assigned by the DCI/DDCI:
The statements of Agency goals and beliefs were forwarded
to the Acting DCI.
2. Items/events of interest:
