DCI/DDCI Assigned Tasks
ACIS is working on ASAT questions from the Senate Armed
Services Committee.
ALA provided talking points to the DCI on Central America
for discussion with the SSCI.
NESA prepared a letter to Ambassador John Davis Lodge
(Embassy Bern) in response to his request for further information
on a typescript dealing with Soviet policy in Lebanon and Syria.
NESA prepared talking points for the DCI on the security of
Qadhafi's regime, the situation in the Persian Gulf, and a
q
typescript with contributions from OGI on Iran-Iraq: The War
Moves into the Gulf.
EURA prepared talking points for the DCI's trip
OGI provided talking points for the DCI on the threat of
terrorist attacks against nuclear storage facilities in Europe.
Of Special Interest This Week
ALA provided HPSCI a summary of the Cuban presence in
Nicaragua and responded to a PFIAB request for a listing of
production.for the last two years on Sierra Leone.
OEA debriefed Gaston Sigur and David Laux of the NSC on the
Presidents trip to China. Both were complimentary about the
support they had received from CIA prior to the trip.

EURA sponsored a conference on Romanian political and
economic developments.
OSWR briefed T.K. Jones, Deputy Undersecretary of Defense
for Strategic and Theater Nuclear Warfare, and others on Soviet
space-based strategic defense research.
At the request of the Deputy Director of the Presidents
Office of Science and Technology Policy, C/TTAC briefed the"White
House Science Council on the technology loss issue. Council
members include Dr. Teller, Admiral Inman, the Chairman of
Hewlett-Packard, the President of MIT, the Director of Bell Labs,
the Director of Scripts Oceanography, Vice Chairman of the
Defense Science Board (Fubini), and others.
SOVA briefed General James Williams, other DIA officials,
and officers of NSA and Army on the Soviet doctrine for offensive
use of chemicals.
Briefings
There were 4 briefings on the Hill this past week.
Excellence Follow-On/Employee Morale
Mishandling of a significant cut in the number of employee
parking spaces quite literally threatens to undo much if not all
of the goodwill generated by the '.Excellence", exercise. The cut
is larger than people had been leg to believe would be the case
once construction began. Although support officers were given an
explanation, the employee population as a whole remains in the
dark about why there has been a cut, why its larger than they
had been led to expect and what is being done to alleviate the
problem.
This has always been one of the most significant issues with
employees and requires the most deft handling by management.
With all of the emphasis on improved communication, management s
silence on a matter that affects every employee in the most
direct way has not gone unnoticed by the employees. As John
Stein told the DDCI, this is a problem everyone is talking about.
I recommend an employee bulletin explaining the situation
and laying out alternatives being investigated to provide a
remedy. I believe such a bulletin also should announce that
arrangements are being made for a couple of shuttle busses to
bring people from the far reaches of West parking lot and the new

lots to Headquarters building. If I were an employee, I would be
contrasting our silence on this issue (and failure to anticipate
employee reaction and try to mitigate it) with the various
exhortations of the "Excellence effort.

I. DCI/DDCI-Assigned Tasks
NIO at Large (David Low), at the request of the DDCI, briefed
Admiral Poindexter of the NSC and Deputy Secretary of State Kenneth Dam
on the Pakistani Nuclear Program.
NIO/Counterterrorism (David Whipple) consulted with OGC, the
Comptroller, and the Director of the ICS Program aff in
connection with preparation of the DCI's response and
forwarded a completed draft of the paper to the DC or review.
Mr. Whipple may consult with senior representatives of State, Defense,
Treasury, and the Attorney General's Office before the material is
submitted for NSPG review.
A/NIO/Latin America) I prepared talking points on
Central America for the DCI's breakfast meeting with the SSCI.
NIO/Narcotics (David Gries) attended an SSCI hearing on narcotics
with the DDCI and, with A/NIO/Narcotics prepared

NIO/Africa (Montgomery Rogers) chaired a coordination meeting of
NFIB representatives for the Terms of Reference and Concept Paper of

NIO/Africa (Montgomery Rogers) met with Deputy Assistant Secretary
of State for African Affairs Frank Wisner for general political and
economic discussions on Africa, and chaired a briefing for the
Ambassador-designate to Lesotho.
A/NIO/Africal, Ichaired a meeting with State Department
IG officers to examine reporting from several African countries.
NIO at Large (Hal Ford) prepared a first draft of a special think-
piece on the feasibility of a possible open-world approach to East-West
monitoring requested of the NIC by Fred Ikle; briefed two
officers on USG interests concerning US radio broadcasting audiences-in
the USSR and Eastern Europe; and discussed Radio Marti questions with a
visiting member of the Army Special Operations Command.
NIO at Large (David Low) met with representatives of ONESA and the
Lawrence Livermore National Laboratory to discunt paper on
Pakistani nuclear procurement, and with ss a joi f OSWR, visited
the State Department to brief members of an American Bar Association
Subcommittee studying the CW issue.

IV. Future Activities
NIO/Counterterrorism (David Whipple) will participate in a 22 May
Pentagon seminar for J-2's of US military commands and will speak on
"Warning of Terrorism"; at the request of DIA will host a 21 May
meeting on international terrorism with the DIA Advisory
Committee, a group of business leaders under contract to DIA; and at the
invitation of the ICS, will attend a 21 May meeting of CIPC principals
for discussions on CIPC Working Group recommendations on improving
Community intelligence on terrorism.
A/NIO/CT will attend an orientation tour of the Naval
Explosive Ordinance Disposal School at Indian Head, Maryland on 21 May.
NIO/S&T (Julian Nall A NIO S&T , NIO/SP (Lawrence

Sandia during the week o May.

Office of the Inspector General
The Office of Finance has prepared a status report on
actions being taken as a result of the inspection of that
office. We have reviewed this report and are pleased with
progress being made to date. There are, however, a few areas
which in our opinion still need attention. We will be
discussing these areas with the Director of Finance.

-- A letter has been received from OMB, Dr. Alton G. 1, approving our
25X1 request to increase our 1984 personnel ceiling by positions as a result
of the transfer of responsibilities from GSA to CIA for protective security
services.

-- The Deputy Directors met with the Office of the Comptroller to discuss the
1986 program. They agreed that some new initiatives are very important, and
they will reassess their ongoing initiatives by next Friday to try to provide
funding alternatives in 1986.

The U.S. News and World Report story on the Agency is about ready to be
pulled toget er. John McMahon will meet with the reporters on Monday, 21 May,
when they will give us a chance to comment on their findings.
At the DCI's request, I obtained Leo Cherne's agreement for an interview
with the BBC to be aired in a program to be broadcast when the President
visits the UK in connection with D Day celebrations. Cherne said the
interview, which focused on the many improvements the Agency has made in the
DI area, the DCI's role in this and the DCI's background in intelligence
extending back to World War II, went well. The BBC is going to try and get
Bud McFarlane to discuss covert action.
The announcement of the Agency's transfer of OSS records to National
Archives and the availability to scholars and others of the first 198 square
feet of material will be made by Archives on 10 June. A letter from the DCI
to Senator Durenberger reporting this fact is being prepared by Ken MacDonald
and OLL.
The three Cable News Network segments on CIA will air on 21, 22 and 23
May.

arrangements for the President's visit next week.
