Of Special Interest This Week
The American Embassy in Moscow, in an immediate-precedence cable on 31
July, requested a videotape of a Moscow TV program monitored by FBIS London
Bureau. The 26 July program was a feature on violence in America explicitly
connected to the security situation at the Los Angeles Olympic Games. In
addition to forwarding a copy to the Embassy, London Bureau sent the
videotape to FBIS Headquarters to meet a request by the Operations Center.
at Okinawa Bureau, FBIS has monitored
ransmission of the Asiavision news exchange carrying
satellite video from Iran, Indonesia, China, Japan, and South Korea.

? The Voice of America Europe Division requested that FBIS provide a daily
rundown of East European media comment on the Olympics. FBIS Headquarters

and for Under Secretary of State Armacost on Cuban policy toward
the US.
ALA prepared responses to questions by Senator Moynihan on
Nicaragua and briefed SSCI Staffer Peter Sullivan on the
methodology used in determining the level of arms resupply to
Salvadoran guerrillas.
NESA briefed Senator John Glenn on the Pakistan nuclear
issue.

NIO at Large (Hal Ford) prepared a revised draft of the NIC
Strategic Outlook for the DCI's review with the assistance of tie NIOs.
NIO/Latin America (Robert Vickers) visited a Central American
country.
II. Interagency Papers
A/NIO/GPF and NIC/AG officer
coordinated extensive DIA/DE and SUVA revisions to the draft or
NIE 11-6-84: Soviet Global Reach for representatives' coordination
meetings next week. also met with NFIB
representatives for discussions on Nit 1-15-84: Naval Strategy and
Programs Through the 1990s and methods of treating the hypothesis that
the Soviets are emphasizing study of protracted conventional warfighting
options.
NIO/S&T (Julian Nall) and A/NIO/S&T met with
a member of the STAP and also the External Review Panel of NIE 11-
I2-85: Soviet Military Technology and Research and Development, for
discussion on the draft Concept Paper and Terms o Reference of the
estimate; and with SRP panel member and OSWR analyst

NI0/USSR (Fritz Ermarth) chaired coordination meetings on SNIE 11-
9-84: Soviet Policy Toward the US in 1984.
III. Of Interest This Week
NIO at Large (Hal Ford) filled in as Acting VC/NIC in the absence
of Herbert Meyer.
NIO/AL (David Low), NIO/S&T (Julian Nall), and D/OSWR met with the
Science Counselor of the US Embassy/Paris; with A/NIO/AL
attended a meeting at the State Department on the Pakistan
nuclear issue; briefed Congressional staffers Tom Blau and Bill Barnds
on proliferation matters; briefed Senator Glenn and his staff on
Pakistan's nuclear program; and lunched with Dr. Lewis Dunn, Deputy
Director of ACDA, to discuss nuclear proliferation issues.
NI0/Africa (Montgomery Rogers) attended a briefing for a DIA
officer who will be acting Defense Attache at the Embassy in Chad;
briefed the Ambassador to the Congo; attended a briefing for the
DCM/Nairobi; and briefed DDO officers on the functions of Stations
abroad.

Day "Red Tie" luncheon.
NI0/Narcotics (David Gries) gave a Community briefing on Nicaraguan
involvement in narcotics to SSCI staff members, who were also briefed by
a DDO officer; attended a meeting of the NNBIS Coordinating Board; and
presented Community findings on Cuban narcotics activity to Senator
DeConcini, at his request.
A/NI0/Narcotics representing the Community,
attended a DCID 1/2 Committee meeting to review Caribbean Basin
narcotics collection priorities.
NI0/NESA (Graham Fuller) met with a Wilson Center specialist to
discuss Soviet policy in the Middle East; attended an IG meeting on
India/Pakistan; and met with a George Washington University scholar to
discuss Iran/Soviet/Central Asian issues.
NIO/SP (Lawrence Gershwin) met with BG C. N. Wood, Deputy Director
for the National Strategic Target List, JSTPS, to discuss current Soviet
strategic force developments and Soviet facilities for wartime
leadership; with A/NI0/FDIA and CRES/FICG officer
attended a breakfast meeting with Senator Wallop to discuss
Community efforts in Soviet denial and deception; briefed Deputy
Secretary of State Kenneth Dam on evidence and assessments of Soviet-
directed energy weapons developments; with NI0/USSR (Fritz Ermarth)
attended a DoD Strategic Review Group meeting chaired by Fred Ikle to
discuss a study of strategic force developments and policies over the
next 20 years, and, with A/NI0/SP , met with
the study.
NI0/S&T (Julian Nall) and A/NI0/S&T met with Jay
Keyworth, the President's Science Advisor, Frank Press, President of the
National Academy of Sciences, and National Science Foundation President,
Ed Knapp, to reach agreement on topics for the study of worldwide
science sponsored by Dr. Keyworth at NIC request; and separately met
with Dr. Keyworth to discuss developments in Free World advanced
technology.
A/NI0/S&T briefed the staff of the CNO Executive
Panel on Soviet military technology and R&D and plans for NIE 11-12-85.

Office of the Inspector General
The final inspection report of the Office of SIGINT
Operations was forwarded to the Executive Director today.
Early next week we will be forwarding the final inspection
reports on ALA/DDI,~ and IMS/DDO. The only remaining
inspection report from our last four-month cycle is the survey
of FND/OC. We anticipate receiving OC's comments on our draft
within the next two weeks.
Current inspections of EUR/DDO, ORD/DDS&T, DND/OC, and
CPAS/DDI are proceeding on schedule. The inspection of SE/DDO
got underway this week and our draft report on the review of
the EOD Processing was forwarded to the Director of Personnel
for comment last week.

-- Comptroller Meetings for the months of August and September have been
scheduled for Wednesday, 22 August and Friday, 14 September to review our
FY 1984 financial position in the last two months.
FY 1986
-- Revised budget estimates have been received from the directorates on
Wednesday, 1 August. We will be developing the FY 1986 budget submission
to both OMB and the IC Staff through August and early September and plan
to forward our data on 17 September.

Items of Interest
1. FY 85 Intelligence Authorization Bill
H.R 5399 passed the House on 2 August 1984 by a vote of 294 to
118. It includes the Boland Amendment prohibiting use of any funds
in FY 1985 to support military or paramilitary operations in
Nicaragua. There was sharp debate on this issue before passage.
2. FOIA Bill
H.R. 5164, our bill was voted out of the House Government
Operations Committee on 31 July 1984 with only one dissenting
vote by Representative Ted. Weiss (D., NY). We expect the bill to
come up for a House vote the week of 10 September 1984.
3. Independent National Archives
H.R. 3987, a bill to establish an independent National
Archives and Record Service was passed by the House 2 August 1984.
Prior to passage Representative. Jack Brooks (D., TX), presented a
package of amendments including one which protects these records
from unauthorized access and these amendments were adopted in the
bill.
4. Computer Fraud
H.R. 5616 making Computer Fraud a Federal Crime passed the
House on 24 July 1984. We have given the staff of the Judiciary
Committee of the Senate language which will protect intelligence
equities in this bill. House Permanent Select Committee on
Intelligence (HPSCI) and Senate Select Committee on Intelligence
(SSCI) Staff are fully informed. We are also explaining our
position to staff of the House Judiciary Subcommittee on Crime who
voted out the bill without knowing of our concern.

Cord Meyer advises that Sen. Baker is serious about pressing for a joint
Congressional oversight committee, that Sen. Moynihan is opposed, and that Rep.
Hyde is very much in favor of the initiative and is working hard in support of it.
Cord also says Dick Helms is actively supporting the concept.
Academic Relations and Presentations
While we are little in the news these days, interest in the Agency is
nonetheless unusually high. The number of requests we received in July 1984 for
the DCI and DDCI to speak to various groups almost doubled in number those received
in July 1983.
We have assisted the Office of Personnel and the Directorate of Intelligence
in developing their new recruitment brochures. These new handouts are a credit to
the Agency, as well as OP and the DI which produced them.
As a followup to the presentation given by last week to the ASTRA
(U.S. Air staff), officers, the colonel in charge of the program has requested an
expanded briefing program for the next group of about 30 officers which arrives in
the Fall. We will accommodate them.

with the Office of Research and Development, DS&T. He initiated contact on 2
August to express his great satisfaction with the experience, to provide a copy of
a monograph (in classified and unclassified versions) he has written about the
experience, and to suggest some ways in which the Agency might enhance its contacts
with academia. His monograph has been submitted to "Studies in Intelligence" for
possible publication.
