program for domestic transfers. A consultant recommends that the Agency provide a
centralized, full-service domestic relocation facility for its employees, and utilize a
professional relocation firm to integrate all aspects of domestic moves.
On 16 August members of the Supreme Court Police Force (received 25X1
information on defensive driving training for force members who have protective
driving responsibilities.
The current CT classy two full days of basic word processing
instruction. This training will enae~to use the Wang Alliance in the Operational
Records and Report Writing classes.

- The following papers are being coordinated with NFIB representatives: NIE 11/70-84:
Soviet Policy in Southern Africa: Short-Term Prospects and NIE 11/40-84: Soviet
Policy Toward East Asia.
- NIO/Counterterrorism (David Whipple) and A/NIO/CT met with NSA and
DDI ADP officers to discuss possible alternatives to the FLASHBOARD network for
CENTCOM access to Washington area terrorism analytical centers, and were further
briefed on functions of the DESIST ADP system for the Community.

- NIO/Economics (Maurice Ernst) and A/NIO/E I Imet with John Richards at
the Department of Commerce to discuss the Commerce critical industry study on U.S.
industrial dependency and wartime mobilization capabilities.
NIO/CT (David Whipple) will chair the 28 August meeting of the Interagency
Intelligence Committee on Terrorism where representatives of the Armed Forces
Inaugural Committee (AFIC) will brief Community officers on plans and requirements
to protect against terrorism during the Presidential inauguration. Mr. Whipple will also
meet separately with the AFIC officers.

Office of Legislative Liaison
- OLL has now received requests from HPSCI for information on right and left wing
violence in Central America. HPSCI will use it in the preparation of their report on
death squads.
- At the DDCI's urging, PAO complained to the Christian Science Monitor about an
editorial on Honduras in which unnamed sources alleged CIA was involved with right-
wing military sources responsible for killing civilians. The Monitor agreed to print our
denial in a retraction.

1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
c. Senior officers from the Office of Information Services
accompanied the Director and Deputy Director, Information Security Oversight
Office (ISOO), and ISOO's agency liaison representative to an Office of
Security (OS) briefing on unauthorized disclosures reported by the Agency to
the Department of Justice during the period 1 October 1983-31 March 1984. The
OS representative provided information on the types of disclosures, the damage
assessments made by the Agency, and the difficulty in determining the source
of any unauthorized disclosure. The briefing was provided to meet the
Executive Order 12356 requirement that each agency report unauthorized
disclosures to ISOO.
d. Chief, Psychiatric Operations Division, Office of Medical
Services, participated in a meeting at the Department of State to discuss the
response of the U.S. Government to the recent hijacking of an aircraft to
Curacao.

e. Our contractor) completed its study on 25X1
improving the Agency's domestic relocation process and recommends providing a
centralized, full-service domestic relocation facility for employees,
utilizing a professional relocation firm to integrate all aspects of a
centralized facility, and maintaining Agency control of all domestic
relocations. The Office of Personnel is now taking action to implement an
Agencywide domestic relocation program. We expect to receive Supplement 2 of
the Federal Travel Regulations on 24 August. This supplement promulgates the
long awaited Government Services Administration implementation policy and
regulations for domestic relocation services provided in the Warner-Wolf
Legislation.
f. The Office of Personnel (OP) Field Recruiters are meeting this
week to discuss the FY 1985 recruitment effort with senior OP managers, to be
trained in new procedures instituted by the Office of Employment/OP and to
have briefings and discussions with representatives from components within
each of the four directorates.
g. The crush of summer travelers shows no sign of abating. During
the period 6 - 17 August, Central Travel Services, Office of Pe ,
(CTS OP had and other customers (compared with in May 25X1
and June for similar time periods.) Incoming phone calls on black 25X1
and red lines in the same period also increased dramatically to a total of

word processing training on Wang Alliance, the class is divided into two
groups. Each group will receive two full days of basic word processing
instruction. This training will enable them to use the Wang Alliance in the
Operational Records and Report Writing classes.
1. Beginning 20 August, Office of Training and Education (OTE)
instructors began conducting a two-week analysis training course in the
Washington area for several senior members of
The course was constructed from segments of the Supervision of Analysis
Course, the New Analyst Course, and the Seminar on Intelligence Analysis.
This undertaking is part of OTE's continuing support to foreign liaison
training for the DO.
3. Significant activities anticipated during the coming week:
On Monday, 24 August, the DDA will address the new Career Trainee
Development Course at the Chamber of Commerce Building.
