- At the request of the Office of the Secretary of Defense, FBIS provided a rush
translation of articles in the Italian press alleging the involvement of Michael Ledeen,
said to be a former consultant to Henry Kissinger, in a scandal in the Italian
intelligence service.

Directorate of Intelligence
- ACIS is working on NSC tasks for future U.S. steps in arms control, e.g., Soviet
interest in strategic arms control and U.S. monitoring capabilities for the next five
years.
OSWR/TTAC provided intelligence support to the DCI concerning U.S. and U.K. efforts
to prevent the sale of strategic carbon composite manufacturing equipment to the
Soviet Union. A draft STIC report dealing with the Soviet weapons applications of this
technology was passed to Secretar. y Weinberger.
OGI provided a number of working papers and previously published studies to
Ambassador Robert Oakley in support of his and Admiral Poindexter's diplomatic
mission to the U.K. and France on bilateral counterterrorism programs.
National Intelligence Council
- Coordination meetings were held to discuss the following interagency papers:
NIE 28.2-84: Nordic Security: A Changing Outlook; SNIE 83.3-84: Nicaragua:
Im lications of the Military Buildup.
- NIO/USSR (Fritz Ermarth) attended a meeting of the Soviet Political Action Group ~,/"
chaired by Walt Raymond of the NSC Staff.
- NIO/SacT (Julian Nall) has arranged for Erich Bloch, President of the National Science
Foundation, to meet with the DCI on 14 November.

With Senator Huddleston's election defeat, Senator Leahv is in line to become Rankin
Minority Member of the Senate Agriculture Committee. This may prevent him from
becoming Vice Chairman of SSCI should Senator Moynihan retire.
Senator Moynihan's travel plans currently include only Israel and Greece. He is still.
trying for a Polish visa.
Planning for Senator Sam Nunn's (D., GA) late-November trip to India-Pakistan is
proceeding, but with only Senator J. Bennett Johnston (D., LA) joining the CODEL thus
far. Senator John Glenn (D., OH) may throw in with them soon. Senator Nunn will. be
seeking extensive Headquarters briefings circa 21-22 November, prior to his trip.

- The AFIO Chapter of New York reported that your speech to their members on Friday,
2 November, at the University Club was well received.
- PAO spent considerable time in an effort with Defense and State suggesting to media
callers intent on playin~' up the Mies-to-Nicaragua stow that they should not jump to

- Taubman, following up on Secretary Shultz' recent statement on terrorism, is working /
on a follow-on story about steps the USG has taken over the last few weeks to reduce ~/
the terrorist threat and to prepare to preempt or retaliate for terrorist actions.

1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
a. The Office of Personnel briefed a visiting group of students from
Albright College of Reading, Pennsylvania, on the recruitment program of the
Agency and the variety of careers offered by the organization. The visit by
the students and their professor was the latest in a series of presentations
to college groups requested by the Public Affairs Office.
b. Personnel from the Office of Data Processing provided Ambassador
McNeil of the State Department's Bureau of Intelligence and Research (INR)
with a demonstration on the capabilities of SAFE. The demonstration was
requested at a meeting with representatives of the IC Staff and State
Department where design options were reviewed and are being considered in the
State Department's INR Information Handling Study.

d. Retirees will be receiving a 3.5$ Cost-of-Living Adjustment (COLA)
in their January 1985 annuity checks. In the past, the first notification to
retirees of such increases was delivered by a payroll change slip from the
Office of Finance at the time of the annuity change. In order to ensure
advance notice to retirees, this year we will provide individuals with
notification by including a short statement on the COLA in mass mailings being
conducted in conjunction with the health insurance open season.

e. The Offices of Data Processing, Communications, Security, and
Logistics provided background briefings on 5 November for the first meeting of
the CIA Computer Study Panel chaired by The Panel's principal 25X1
objective is to determine the most feasible and cost-effective method to
prevent the continuing displacement of personnel in the Headquarters Building
by machines. This includes the new building currently planned for occupancy
in the summer of 1987.
g. As of 7 November, the space in has been fully
subscribed by Agency components. The following o ices ave been assigned
space, and the Office of Logistics (OL) is in the process of reviewing
requirements for design and renovation of this space.

h. Allied Maintenance Corporation's transition in the custodial area
within Headquarters Building is complete. They took over responsibility for
the remaining floors--first, ground, and basement-during the past week.
i. The Office of Training and Education met with two representatives
of the Department of the Army to discuss the Agency's Program on Creative
Management and other efforts related to the development of mid-level
managers. These two individuals are leading efforts aimed at the long-term
development of civilian and military Department of the Army executives. They
offered to share information about their program as it evolves.

Following an organization overview of the
specific discussions were keyed to issues that impact on ogis ica ,
operational, and cover support provided by the military. All attendees
considered the conference a success, and plans are already under way for a
1985 conference.
n. The Office of Information Services arranged the transfer to the
National Archives and Records Service (NABS) of 18 cubic feet of OSS records
dealing with World War II operations in Greece. The Information Management
Staff, D0, expedited the review and transfer of these records-at NABS'
request--to support the research efforts of a British historian who is
preparing an official history of the British Special Operations Executive in
Greece.
