Lelyveld is a serious journalist but knows very little about the Agency and the intelligence business. D/PAO had a long conversation with Chris Dickey, Washington Post, who is on sabbatical and who has done a very unhelpful article on the contra program. It was scheduled to have already appeared in the Washington Post, but since D/PAO's off-the- record discussion with Dickey, publication was postponed, hopefully for some rewriting and further checking. However, since Dickey's material appears to have been obtained from some of the LA task force dissenters, it, at best, is likely to be troublesome. D/PAO turned down 60 Minutes' request for Agency direct or indirect participation in a program it is doing on Arkady Shevchenko. On our advice Stan Turner, who had been asked to appear, will not do so. riefed Senator Movnihan 25X1 who will be on the show. Moynihan says he wants to focus on Soviet intelligence activity at the United Nations. has now participated in three taped television programs regarding our complaint to the FCC. In hindsight, while a certain amount of media exposure has probably been helpful in directing attention to our cause, the tapings have not been helpful in really getting our views publicized. We have received a request to appear live on McNeil-Lehrer with an ABC representative. That would give us a chance to say what we would like to impart. The PRB cleared a draft article by Tom Polgar intended for early publication in the Miami Herald. It calls for the current DCI to "reconstruct and rejuvenate the U.S. human collection effort." Fitzwater Deputy Director for Administration SUBJECT: Weekly Report for Period Ending 14 December 1984 1. Progress reports on tasks assigned by the DCI/DDCI: None. 2. Items/events of interest: a. During the reporting period, representatives from the office of Personnel presented briefings to careerists from the Office of Development and Engineering and the Office of Finance on what the Agency is doing about supplemental retirement. Both groups were enthusiastic and appreciative of the Agency's efforts to protect and enhance the retirement system. b. In order to provide Open Season assistance to Agency employees, an Insurance Division/OP representative manned an insurance desk in the main corridor at Headquarters from 3 - 7 December. The 1984 Open Season video was played continuously from 10:00 a.m. to 3:00 p.m. each day and our representative has answered approximately 250 questions. Through 6 December, a total of 778 Open Season actions have been received resulting in a net gain of 161 to the Association Benefit Plan. c. A representative of the Office of Personnel traveled to Chantilly, Virginia, to assist the surviving spouse of a CIA retiree. The widow required direct assistance in completing all the documents necessary for the submission of her death benefits claims because she had broken her leg and injured her hands in a fall outside the funeral home. Additionally, Office of Personnel and cover considerations. While there, a condolence letter from the DCI was also presented. d. Cafeteria renovations continued during the weekend and three 12-hour shifts were worked by the general contractor and by subcontractors during the reporting period. The final taping, patching, and sanding operations for the new ceiling in the North Cafeteria is scheduled for late December. Work has begun on the south side of the 7E Corridor up to the plywood barrier and approximately half of the hot asphalt work on the front side of the 7D and 7E Corridors has been completed. All terrace roofing work on the front side of the 7D Corridors will be done on weekends. f. The Vice President has r ested intelligence support to an anti-narcotics operation h. The Office of Security has devoted two officers in a near full-time capacity to field requirements and record reviews relative to the arrest of Karel Koecher on espionage charges. Numerous meetings with other Agency components, the Department of Justice, as well as the FBI, have taken place to achieve the right balance for ensuring prosecutable merit while protecting national security equities. On 14 December, the Director of Security and Chief, Security Analysis Group/OS will brief the House Permanent Select Committee on Intelligence on this case. i. The Office of Security (OS) participated in a coordinated, short deadline Agency response to questions posed by the Senate Select Committee on Intelligence. The questions concerned the controversial election night leak regarding reports of Soviet MIG's arriving in Nicaragua. OS has investigated media items which disclose classified information regarding military equipment shipments to Nicaragua in the days prior to and immediately following the U.S. elections. They will be referred to the Department of Justice. j. At the request of the Director of the Department of State's Office for Counterterrorism and Emergency Planning, an Office of Medical Services representative traveled to Kuwait on 10 December to debrief and escort the American hostages released from the hijacked Kuwait airlines flight 221. k. On 10 December, Commodore Grace Murry Hopper addressed students currently taking the Survey of Intelligence Information Systems and Fundamentals of Word Processing Course sponsored by the Office of Training and Education. The Office of Information Services was asked to consult with the Department of State over the possibility that Ambassador Andrew Steigman was preparing to have a manuscript published about which he knew the CIA had serious reservations. Ambassador Steigman, presently writing for the Center for Strategic and International Studies at Georgetown University, has signed secrecy agreements. In discussing the manuscript with the Office of Public Affairs, Ambassador Steigman insisted that his action was based on policy disagreements. The Department has promised to coordinate the review of the manuscript with the Agency once it is received. m. DDA Career Days, sponsored by the Directorate of Administration (DA), was held in the 1,J Corridor of the Headquarters building on 11, 12, and 13 December. The program was designed to provide a realistic look at careers as they exist in the DA today. Exhibits were displayed by all components where representatives were on hand to answer questions and provide information on careers in the DA. Initial feedback indicates that the program was very well received. 3. While we will never see it, Dr. Campbell did tell us that their PIOB report did not find the Agency in violation of the Boland Amendment. The three FBI agents are nearly finished their file search of documents pertaining to the They have identified to us those documents which they would like to take with them back to the Bureau. Next week we will sterilize and make them available to the Bureau on a loan basis until they finish their investigation. OGC is working with us on this. John Lelyveld (NEW YORK TIMES Magazine), who is doing an article on the DCI and the Intelligence Community's relationship with USG policymaking, had interviews with John McMahon and Bob Gates. Lelyveld is a serious journalist but knows very little about the Agency and the intelligence business. Bob Woodward met with re Woodward's projected 25X1 upcoming trip to Moscow to meet with KGB officials. The date of the trip is as yet undetermined, probably after the Gromyko/Shultz meeting. I had a long conversation with Chris Dickey, WASHINGTON POST, who is on sabbatical and who has done a very unhelpful article on the contra program. It was scheduled to have already appeared in the WASHINGTON POST, but since my off-the-record discussion with Dickey, publication was postponed, hopefully for some rewriting and further checking. However, since Dickey's material appears to have been obtained from some of the LA task force dissenters, it, at best, is likely to be troublesome. I turned down 60 Minutes' request for Agency direct or indirect participation in a program it is doing on Arkady Shevchenko. On our advice, Stan Turner, who had been asked to appear, will not do so. 25X1 briefed Senator Moynihan who will be on the show. Moynihan says 25X1 he wants to 'focus on Soviet intelligence activity at the United Nations. Phil Taubman of the NEW YORK TIMES is commencing to slowly fade out of his current assignment and is starting preparations to be the TIMES's Moscow Bureau chief. Joel Brinkley will take his place covering U. S. national security matters. Inter alia, Taubman said he believes that support for the contra program is slowly growing in the Congress (House). Dave Martin, CBS, says that our complaint to the FCC re ABC has the media scared out of their wits. has now participated in three 25X1 taped television programs regarding our comp aint to the FCC. In hindsight, while a certain amount of media exposure has probably been helpful in directing attention to our cause, the tapings have not been helpful in really getting our views publicized All three stations used our case only as a jumping-off point to discuss the real issue of libel and the stations edited out 0 persuasive arguments regarding the principles of the case. On 25X1 balance further participation in taped shows probably would not be useful. However, we have received a request to appear live on McNeil-Lehrer with an ABC representative. It calls for the current DCI to "reconstruct and rejuvenate the U.S. human collection effort."
