Executive Order 12320 established a Federal Program designed to increase
the participation of historically Black colleges and universities (HBCTJs)
in Federally sponsored programs. The Central Intelligence Agency along
with twenty-six other Federal agencies, has participated in this program
since its beginning in September, 1981.
Executive Order 12320 requires that we submit to the President two reports
each year. These reports are entitled The Annual Federal Plan of Assistance
To Historically Black Colleges and Universities (Annual Plan arid The Annual
Performance Report on Executive Agency_ Actions to Assist Historically Black
Colleges and Universities (Performance Report). I am pleased to enclose a
copy of the Fiscal Year i984 Annual Plan for your information.
You will note that significant progress by the twenty-seven Federal agencies
in assisting the HBCUs to achieve self-sufficiency continues. Your special
attention is invited to paves 19-23 of the Plan which present annotated
corClents on the Fiscal Year 1984 Plan from the Presidents of historically
Black colleges and universities. You may find these comments helpful in
planning your agency's future activities in this area.
I would like to again express my sincere appreciation to you and your desig-
nated agency representative, Mr. Avon Harding for the assistance and the
cooperation which you have provided me and the White House Initiative on
Historically Black Colleges and Universities.

On March 29, President Reagan released to the public the Fiscal Year
1983 Annual Federal Performance Report on Executive Agency Actions to
Assist Historically Black Colleges and Universities (Annual Report).
A copy of that report is enclosed.
The Annual Report shows that in Fiscal Year 1983, the twenty-seven
designated Federal agencies obligated a total of $606.2 million to
historically Black colleges and universities (HBCUs). This represents
a $61.4 million or an 11.3 percent increase over the Fiscal Year 1981
base y ar.fundirg, level. Additionally, the FY 1983 obligations to HBCUs
exceeded the FY 1982 level by $41.8 million or 7.4 percent.
I have also enclosed a copy of the White House Initiative 'Fact Sheet
whic1i your staff may find useful should you wish to speak about our
Administration's efforts on behalf of historically Black colleges and
universities. I appreciate your support of and commitment to Executive
Order 12320 and look forwara to working with you on this initiative in
the future.
