SUBJECT: Transmittal of Adopted Parks, Open Space and Natural
Features Element of the Comprehensive Plan for the
National Capital
Attached is a copy of the Parks, Open Space and Natural Features
element of the Comprehensive Plan for the National Capital which
was adopted by the Commission on June 2, 1983, and was amended on
September 1, 1983. The element is the result of the collaborative
efforts of the Commission and many agencies, organizations and
individuals who reviewed and commented on the element during its
period of preparation.
The Parks, Open Space and Natural Features element of the
Comprehensive Plan defines, identifies and sets planning policies
for the National Capital Open Space System, composed of open
space lands and natural features which are considered important
to the setting for the Nation's Capital and are nationally
significant, regardless of,ownership or jurisdiction. The element
also makes recommendations on a more general selection of natural
features, including rivers and waterways, terrain features and
the green city setting of the National Capital. It will provide
guidance to those Federal agencies that submit proposed projects,
plans or programs in the Region to the Commission for review and
comment or approval. We urge that those responsible for making
such submissions in your agency acquaint themselves with the
applicable adopted policies prior to future submissions.
