Based on your letter of 12 February 1984, I have asked my
staff to look into your request for information on Radio Free
Europe I agree
that this material does have considerable historic value and
will do the best I can to shake it loose. My staff has
informed me that much of the material remains classified and,
therefore, I am sure you can understand the need for continued
protection.
Also, I understand that much of the Radio Free Europe
information was transferred to the Board of International
Broadcasting several years ago.
I understand that records associated with your request are
now being reviewed We will do our
best to complete the review in the near future. Our
Information and Privacy Coordinator will be in touch with you
as soon as the review is finished and will provide you with any
information that can be released.

25 years of my service as the director of the Polish Sec-
tion of Radio Free Europe. In my view such a book could
have a considerable historical value. In order to make

my story complete and fully documented I a1980 Freedom of Information Coordinator CIA with a request
of copies of certain. documents which were emential for my
work. I was assured that the search was initiated and that
I shall be informed in due time. After two years of wai-
ting Dr. Zbigniew Brzezinski. former Director of National
Security Council interceded on my behalf and got an assu-
rance from Mr. Robert M.Gates that my request 'will reach
the top of processing queue in about sik month'. After
two more gears I still do not have an answer from people
dealing with my request.
I was 66 in 1980? I am now 70 and I am
afraid that if I have to wait much longer,I may be de-

Almost four years ago I sent you yr_ request under Freedom
Information Act for copies of all available documentary
sources pertaining to the beginning of the Polish operation
Mr. John H.Bacon, Information and Privacy Coordi.
nator wrote e in his letter dated 19th August,1980 ?
'Rest assure4that we are proceeding with that portion of
your req st which deals with Radio Free Europe and will
provide you with the results promptly upon completion'.
Since I did not hear from you over next two years
- Dr. Zbigniew Brzesinski acting on my behalf wrote on
April 14th.19b2 to Mr's-Robert M.Gates, Deputy Director for
Initelligence asking him for reasons of such a long delay.
Mr. Gates informed Brzezinski that my request 'is processed
by the Directorate of Operations and will reach the top of
their processing queue in about six month'. In fact after
fours years since my original request was subbmitted and two
years since Mr. Gates' letter - I received no response.
I was 66 when I approached you for the first time:
Upon receiving of your answer I decided to postpone wri-
ting my menoireslI was the director of Radio Free Europe
Polish program from its inception until 1976/. I an now
70 and : if I have to wait much longer. I may never be able
to write the book, which in my view could be of condider-
able historical interest. I assume that all documents con-
cerning re kept in one folder and in one place. _ '25X1

This acknowledges your letter of 19 March 1980, which
we received on 24 March, in which you asked for certain
information under the Freedom of Information Act (FOIA).
Specifically, you asked for all documents held by this Agency
on the subject of Radio Free Europe.
With respect to your request for a fee waiver, I have
reviewed and considered the terms of your FOIA request and
the amount and character of the information already in the
public domain. I have determined that the information which
you seek from Agency files wouid not result in substantive
benefit to the public. Accordingly, in this instance, search
and reproduction fees must be charged.
A copy of the Agency's schedule of fees for services
provided under the Freedom of Information Act is enclosed.
Please notify me immediately of your willingness to accept
responsibility for all charges incurred in processing your
request. or whether there is an upper limit to what you are
willing to pay. Be advised that all fees must be paid even
if our record searches uncover no relevant documents, or if
the documents found are deemed nonreleasable.
Upon receipt of your agreement. I shall arrange for a
search of CIA files and shall be in further communication
with you once the search has been completed and any records
found have been reviewed for releasability under the Act.
As you may know, the heavy volume of Freedom of Infor-
mation requests received by the Agency has resulted in proc-
essing backlogs. Since we will be unable to respond within
the 10 working days stipulated by the Act, it is your right
