Your letter of 28 April 1984 addressed to Mr. Casey has
been forwarded to this office for a reply to you.

Your Freedom of Information Act request for records
concerning your brother, is STAT
in its proper place in queue with other cases like yours. We
regret that it is taking so long, but the review of OSS records
is currently taking two to three years. This is due to the
very large number of requests we have received, the relatively
poor indexing of these records, and the lack of personnel
familiar with these older records. We assure you that we are
working on your request, but we must, in fairness to other
requesters similar in nature ahead of yours in our queue,
process these requests on a first-in, first-out basis. We
will again check with the reviewing component to get a better
indication of how the search and review is progressing.
With rAnard our comments concerning the Donovan book by
the author was given exclusive rights to STAT
e persona papers held by the estate of General Donovan. The
source material for this book was not obtained from this Agency
through the FOIA, and so it does not appear on our listing of
material released to previous requesters. In order for us to
locate the OSS material used by Mr. Brown, we will have to
conduct a new search of our holdings of OSS records. It is our
understanding that the Donovan papers were eventually to be
donated to the Library of the National War College in Carlisle,
Pennsylvania. We also must advise you that it is possible that
the report cited will not be STAT
found indexed to the name o an thus may not STAT
be among the records reviewed in response to your request. We
cannot say this for certain, however, until the review has been
completed. Various histories of OSS units that were held by
this Agency were turned over to the National Archives and
Records Center (NABS) a few years ago. They are currently
being reviewed for releasabilty, and this review is due to be

completed in the very near future. You may wish to consider
inquiring at the National Archives concerning the availability
of any unit histories relevant to your project. You can write

(successor to O.S.S.) regarding nature of
deceased brother's assignments,
This is a subject on which I have been corresponding
fruitlessly with your agency for the past two years, ever
since my letter to your John E. Bacon of April 27, 1982; and
subsequently in several letters to your Larry R. Strowderman,
the last reply from him being dated January 3, 1983. None
of the replies from your agency disclosed

I am especially disturbed by your agency's obvious putoff
when I note the above author's reference to brother, aamong

(Apparently the above author had access to this
report, but why wasn't the report disclosed to me when requested,
and when and where can I now have the opportunity to review it?
As indicated above, after two years of meaningless letters
from your agency I have lost patience, and am ready to let this
effort hit the fan. Is this the end of the road in my effort
to write an account of my brother's history for family use?
